a. Authorize the Monterey County Sheriff’s Office to accept $341,165 from the State of California Board of State and Community Corrections (BSCC) Edward Byrne Memorial Justice Assistance Grant (JAG) on behalf of the County of Monterey; and
b. Authorize and approve an increase in appropriations of the Sheriff’s Office FY 2025-2026 Adopted Budget 001-2300-SHE001-8242-JAGETP by $341,165 financed by the State of California Board of State and Community Corrections (BSCC) Edward Byrne Memorial Justice Assistance Grant (JAG); and
c. Authorize and direct the Auditor-Controller to amend the Sheriff’s Office FY 2025-2026 Adopted Budget 001-2300-SHE001-8242-JAGETP by $341,165 financed by the State of California Board of State and Community Corrections (BSCC) Edward Byrne Memorial Justice Assistance Grant (JAG); and
d. Approve and authorize the Sheriff or Sheriff’s designee to execute a retroactive non-standard agreement with the State of California Board of State and Community Corrections (BSCC), for the Edward Byrne Memorial Justice Assistance Grant Program, to support a broad range of activities to prevent and control crime, in the amount of $341,165 for the period of October 1, 2025 to September 30, 2026; and
e. Approve and authorize the Sheriff or Sheriff’s designee to amend the agreement as necessary if requested by the State of California Board of State and Community Corrections (BSCC).

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Monterey County Sheriff’s Office to accept $341,165 from the State of California Board of State and Community Corrections (BSCC) Edward Byrne Memorial Justice Assistance Grant (JAG) on behalf of the County of Monterey; and

SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office was notified it was the recipient of an Edward Byrne Memorial Justice Assistance Grant (JAG) award on October 2, 2025, for a grant period of October 1, 2025, to September 30, 2026. This was a non-competitive, formula-based grant awarded to eligible jurisdictions. This item is being brought forward to the Board of Supervisors for retroactive authorization.
The JAG Program provides state and local governments with flexible funding to support a broad range of activities designed to prevent crime, reduce recidivism, and enhance public safety. Allowable expenditures include the purchase of equipment, fixed assets, and supplies within eligible program purpose areas, including law enforcement and community corrections operations.
The Monterey County Sheriff’s Office will serve as the administering agency for this grant and will manage the award in compliance with BSCC requirements. In its role as administrator, the Sheriff’s Office will coordinate with the Monterey County Probation Department to allocate a portion of the grant funding to support probation-related public safety and recidivism reduction efforts, consistent with JAG program guidelines. The Sheriff’s Office and Probation Department will develop an agreement for the equitable distribution of the associated funding within the program purpose areas prior to the expenditure of any funds by either the Sheriff’s Office or Probation Department.
Approval of this item authorizes the Sheriff’s Office to enter into the grant agreement and ensures both the Sheriff’s Office and Probation Department can acquire needed equipment and resources that support operational readiness, officer and staff safety, and the effective performance of core public safety functions.
The Monterey County Sheriff’s Office respectfully requests approval of this agreement.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the agreement as to legal form, and the Auditor/Controller has reviewed the fiscal provisions. The County Administrator’s Office will support as needed with the development of the funding distribution agreement between the Sheriff’s Office and Probation Department.
FINANCING:
The Sheriff’s Office is asking support from the Board of Supervisors to increase appropriations and estimated revenues of the Adopted Budget for FY 2025-26, 001-2300-SHE001-8242-JAGETP in the amount of $341,165, financed by $341,165 from the Board of State and Community Corrections (BSCC) Edward Byrne Memorial Justice Assistance Grant (JAG).
