RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to sign a Work Order Agreement with Public Health Foundation Enterprises, Inc. dba Heluna Health, in the amount of $319,618 to support COVID-19 epidemiology services for the period retroactive from May 1, 2020 to March 31, 2022; and

b. Accept the risk provisions (indemnification, insurance, and limitations of liability) as recommended by the Director of Health; and

c. Accept the Confidentiality and Non-Disclosure provision as recommended by the Director of Health.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department is seeking approval to receive funding from the Public Health Foundation Enterprises, Inc. dba Heluna Health to monitor, track, and provide epidemiology progress reports to assist with mitigation in response to COVID-19 in Monterey County. As part of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the

Centers for Disease Control and Prevention (CDC) awarded funding for Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) work order grant agreements.  This is one of those ELC grant agreements.

 

The Health Department has been awarded $319,618 to establish and monitor key activities related to COVID-19 in the areas of epidemiology, laboratory, and informatics.  Monitoring the indicators associated with these activities will assist state and local governments in making data-driven policy decisions regarding testing, mitigation, and prevention efforts.  The start date of the Agreement is retroactive to May 1, 2020 due to the length of time it took to negotiate with the vendor the terms of the Agreement.

 

This work supports the MCHD 2018-2022 Strategic Plan Goal 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  Additionally, this work supports one of the ten essential public health services: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed and approved as to form and fiscal provisions, respectively.

 

FINANCING:

This is an ELC grant agreement for the County to receive $319,618 for COVID-19 response efforts.
