a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign an Agreement with Mark Rispoli, Doing Business as Makor K9 for the provision of canine and handler training and acquisition of Canines for the period of May 15, 2021 thru June 30, 2024, in an amount not to exceed $191,317; and
b. Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign two (2) additional one (1) year extensions where each amendment does not exceed $65,000 and $70,000 respectively, for a total not to exceed amount of $326,317.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign an Agreement with Mark Rispoli, Doing Business as Makor K9 for the provision of canine and handler training and acquisition of Canines for the period of May 15, 2021 thru June 30, 2024, in an amount not to exceed $191,317; and
b. Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign two (2) additional one (1) year extensions where each amendment does not exceed $65,000 and $70,000 respectively, for a total not to exceed amount of $326,317.
SUMMARY/DISCUSSION:
The Monterey County Sheriff’s Office (MCSO) requests approval of this sole source agreement. Makor K9 has provided services for the MCSO for five (5) years. Mr. Rispoli provides a level of service, in this field which no other trainer/vendor in Monterey County provides, as such, Mr. Rispoli provides service to other adjoining jurisdictions to include some Federal agencies.
Mr. Rispoli provides handler training for narcotics, explosives, and patrol canines for the Monterey County Sheriff’s Office in accordance with the Peace Officer Standards and Training (POST) Law Enforcement K9 Guidelines.
The MCSO K9 units consist of a team of one deputy and their assigned canine. They are trained as a team, and have vehicles labeled as K9 units, with specialized door handle mechanisms in the rear seat, where the canine rides.
The Sheriff’s office uses canines and handlers that are trained to detect narcotics, explosives and patrol canines for the safety and apprehension of wanted people. The POST training, which is required, ensures that law enforcement complies with all applicable laws, reduces risks to law enforcement personnel and civilians and reduces unnecessary lawsuits against the MCSO and the County.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed agreement for its’ legal form and
fiscal provisions, respectively.
FINANCING:
The cost of this contract was included in the FY 2020-21 approved budget ($4,540 for remainder of this FY), and the requested FY 2021-22 baseline budget (roughly $62,259). There will be no increase in General Fund Contribution resulting from this Board action.
