AN ORDINANCE OF THE COUNTY OF MONTEREY, STATE OF CALIFORNIA,

AMENDING SECTION 12.12.010 OF THE MONTEREY COUNTY CODE RELATING

TO SPEED LIMITS ON COUNTY ROADS.

County Counsel Summary

This ordinance establishes a 55 m.p.k speed limit on Abbott Street.

The Board of Supervisors of the County of Monterey ordains as follows:

SECTION 1. Section 12.12.010 of the Monterey County Code is amended by adding to

that section the following street location:

Abbott Street for its entire length, fifty-five miles per hour;

SECTION 2. This ordinance shall become effective on the 31'` day following its

adoption.

Segment length is 2.44 miles.

UNUSUAL CONDITIONS: High percentage of trucks and slow moving farm equipment 20%+ at the

intersection of Abbott & Harris). Much of the roadway has narrow

paved shoulders 2-foot wide in places).

SUPPORTING CONDITION MAP ATTACHED: No

DISCUSSION: Abbott is a two lane highway from US 101 Milepost MP) 0.0] to MP 0.35. From MP 0.35 to

the Salinas City Limits MP 2.44) it has three and four through lane segments. It is generally a straight roadway

except for the curved approach to the Union Pacific Railroad under crossing. The terrain is flat. The average of

the above described three 85th percentile spot speed surveys is 62.3 m.p.h. The lowest 85"' percentile speed was

61.6 m.p.h. and the highest was 62.9. Therefore, based on the 85th percentile speed alone, the speed limit

posting would be 60 m.p.h. for the entire roadway segment length of 2.44 miles from US 101 to the Salinas City

Limits. Since the roadway has no raised median divider, narrow shoulders for much of its length, and no

exclusive southbound right turn lane at Harris Road, and has very heavy truck volumes on both Abbott Street

and the intersecting Harris Road, it is recommended the posted speed limit be reduced an additional 5 m.p.h. to

55 m.p.h. Also, because of tight geometry, large trucks must slow to below 5 m.p.h. in the southbound number

2 through lane in order to turn right onto Harris Road. Abbott Street is posted for 45 mph in the City of Salinas
