a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #1 to the Agreement with Health Projects Center to provide Family Caregiver Support Program (FCSP), Home and Community Based Services (HCBS), Older Adults Recovery and Resilience (OARR) funded services and adding $27,458 for a new contract total of $288,769 and extending the contract term to November 30, 2023; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($28,877) of the contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #1 to the Agreement with Health Projects Center to provide Family Caregiver Support Program (FCSP), Home and Community Based Services (HCBS), Older Adults Recovery and Resilience (OARR) funded services and adding $27,458 for a new contract total of $288,769 and extending the contract term to November 30, 2023; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($28,877) of the contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The purpose of the Home and Community Based Services (HCBS), Older Adults Recovery and Resilience (OARR) funding is to strengthen older adults and caregivers’ recovery and resilience from the severe isolation and health impacts from staying at home during the COVID-19 pandemic.
This amendment adds funding to support existing Family Caregiver Support Program (FCSP) services including counseling, education, respite care, and fall prevention services to seniors in Monterey County. Due to an increase in Federal funding, this agreement is being brought for approval to add $27,458 to the original contract amount of $261,311. This increase in funding amount will allow for the provision of additional support via respite care and supplemental services for caregivers in the community.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
Funding is provided by the Older Adults Recovery & Resilience Fund - Home and Community Based Services. Sufficient appropriations and estimated revenues of $13,729 for the Area Agency on Aging’s 001-5010-SOC010 unit are included in the FY 2022-23 Adopted Budget and the remaining funds of $13,729 will be included in the budget request process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition services to seniors in Monterey County.
