RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a new five-month Mental Health Services Agreement with A&A Health Services, LLC for the provision of mental health services to Monterey County adult residents with severe psychiatric disabilities in a Board and Care facility, for a maximum County obligation of $155,495 for the term of February 1, 2022 through June 30, 2022; and

b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($15,549) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

A new vendor with the County of Monterey, A&A Health Services, LLC is headquartered in Alamo, California, and operates a licensed Adult Residential Care Facility in San Pablo, California. This facility provides community-based activities that create a normalizing experience for adults with severe psychiatric disabilities and benefits persons determined to need the most help, particularly those recently discharged from psychiatric locked facilities.

 

The client-driven program and structured activities provided by A&A Health Services, LLC successfully assist the residents to reintegrate into the community.  Clients will leave the A&A Health Services facility with an understanding of their diagnosis, health challenges, medication awareness, trigger awareness, and a variety of individualized coping skills to assist in that successful reintegration.

 

In addition, A&A Health Services has agreed to take Monterey County clients at severity levels that normally would necessitate placement at higher level and more expensive facilities.  This agreement begins February 1, 2022 with contract care provisions for five (5) Monterey County residents on a trial basis, through June 30, 2022, with the hope of a successful outcome facilitating Contract provisioning in upcoming Fiscal Years, at a clear financial benefit to the County. 

 

Approval of this Agreement meets the requirements of the State Welfare and Institutions Code 5600 (Bronzan-McCorquodale Act) and the California Code of Regulations Titles 9 and 22 and sustains the continuity of core services to seriously mentally ill clients of Monterey County.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by 1991 Realignment funding (84%), and by SAMHSA Block Grant funding (16%).  The funds for this Agreement ($155,495) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2021-22 Adopted Budget.
