RECOMMENDATION

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to sign a Mental Health Service Agreement between the County of Monterey and Altos Health Partners (AHP) for the provision of Electroconvulsive therapy (ECT) treatment for a Monterey County resident for a total Agreement amount not to exceed $20,625 for FYs 2023-25 for the period of April 1, 2024, through August 31, 2024; and

b. Approve non-standard insurance as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% ($2,062) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION

This Mental Health Services Agreement between the County of Monterey and Los Altos Health Partners (AHP) is to provide Electroconvulsive therapy (ECT) treatment services to a Monterey County resident. AHP provides specialized and personalized ECT treatment outpatient services for both female and male adults. The goal and objectives are to provide the appropriate treatment options that will assist in increasing the healing and wellness of the client.

 

This Agreement is retroactive to April 1, 2024, due to an emergency priority placement for a resident of Monterey County. AHP has been providing specialized and personalized treatment services while contract negotiations took place to execute an Agreement.

 

The contractor’s services are highly specialized, and the Director of Health Services has recommended to waive the Automobile and Cyber Liability Insurance to retain services. AHP will not be using vehicles to transport client during the course of their treatment.

 

This work supports the following County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING

This Agreement is funded by Realignment funds (100%). The funds for FY 2023-24 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2023-24 adopted budget. The funds for FY 2024-25 will be included in the Department’s requested budget for that FY.
