RECOMMENDATION:
It is recommended that the Board of Supervisors:
Accept the FY 2010/11 and 2011/12 Annual Report from the Monterey County Fish and Game Advisory Commission.
SUMMARY/DISCUSSION:
Monterey County Resolution No. 81-239 provides that the Fish and Game Advisory Commission submit an annual report of their activities to the Board of Supervisors. The Commission makes recommendations to the Board of Supervisors relative to protecting, preserving, propagating and enhancing fish and wildlife.
The Commission holds six public meetings every calendar year in Monterey County at a regularly established time. Guest speakers are often invited to the publicly-noticed meetings to inform the Commission regarding topics of interest related to wildlife preservation and propagation. Discussions may result in the Commission making recommendations to the Board of Supervisors to take positions on legislation and/or local efforts related to fish and game propagation by drafting letters of support or disapproval. Salient topics discussed during Fiscal Year 2010 -11 were the hatching and stocking of fish, the prohibition of leaded bullets as part of the condor recovery program; the shortage of California State Fish and Game wardens; providing youth with more outdoor fishing and hunting experiences; addressing management of predatory and invasive species that diminish native game populations; support of anti-poaching efforts; and updating the Commission's budget reporting to better recommend sound allocation of fish and wildlife propagation expenditures during the fiscal year.
The Commission receives a combination of funds deposited into a special fish and game propagation fund from court fines and forfeitures as well as contributions from the Board of Supervisors. The funds serve the Commission's mission to preserve and propagate fish and wildlife in concert with human activities, including such projects as support for fish hatcheries and improving fish and wildlife habitats; youth exposure to the outdoor experiences of fishing and hunting along with hunter safety education; deep sea fishing experiences for disabled veterans; and enforcement of anti-poaching laws. The Board of Supervisors contributed $15,000 to the fund for Fiscal Year 2010-11 which leveraged grants totaling $26,825 recommended by the Commission to the following ten recipients: Freedom II; Snow Goose; Warden Stamps; Cal Tip; YONA Pond; Monterey Bay Salmon Trout Project; South County Sportsman; Rancho Cielo; and Hunters Supply. This includes the allocation of three grants approved during Fiscal Year 2009-10 but not dispersed until Fiscal Year 2010-11. (Two of the youth events: South County Sportsman' Youth Fish Derby and the Hunters Supply' Youth Shoot were cancelled at the end of the calendar year and funds were returned due to uncontrollable circumstances. This provides carry-over funds for the following Fiscal Year 2011 - 2012 round of grant funding which will be reflected in the next annual report).
OTHER AGENCY INVOLVEMENT:
The Monterey County Fish and Game Advisory Commission reviewed this report on October 9, 2012 and concur with staff's recommendation.
FINANCING:
There is no effect to Net County Contribution as a result of this action.
