SUMMARY:
Natividad Medical Center recommends the creation of specific classifications of Surgical Technician, Central Sterile Technician, Senior Central Sterile Technician, Obstetrical Technician, Senior Obstetrical Technician and Telemetry Technician with the attached salary ranges (see Attachment A for tables) and reallocation of the applicable positions at Natividad Medical Center to appropriately recruit and compensate qualified incumbents into these critical positions.
 
DISCUSSION:
The Operating Room, Outpatient Surgery, and Central Sterile departments within the Surgical Services Division, as well as various in-patient units (Emergency, Labor & Delivery, Medical/Surgical, and Intensive Care units) at NMC utilize a consolidated classification of Healthcare Technician for clinical support positions in the department.  All of the new classifications that are being proposed are commonly separated in the healthcare industry, and as such NMC conducted a study to determine if we needed to separate our consolidated classification in an effort to stay competitive within the industry and relevant within the market. During the classification study, NMC determined that the consolidated classification no longer appropriately classified employees nor paid them appropriately to account for changes in the industry and requirements since the consolidation of the classifications in 2000. As a result, the new classifications listed above were created to address the need to recruit and retain qualified candidates in each of the critical clinical support positions within the hospital.  The proposed salary ranges for the new classifications were established utilizing data received from comparable County hospitals.  
 
This recommendation includes reallocating two 0.9 FTE Healthcare Technician positions to two 0.9 FTE Nursing Assistant positions, as two positions in the Emergency Department currently are underfilled with Nursing Assistants.  This recommendation also includes adding the new Obstetrical Technician positions at 0.9 FTE amounts, rather than the 1.0 FTE amounts being deleted, based on the scheduling practice of 12-hour shifts in the Labor & Delivery Department.  These positions currently are filled at the requested 0.9 FTE, so this action does not result in a decrease to any incumbents' FTE amounts.  This action results in an overall deletion of 0.7 FTE, which is the difference between a total number deleted of 29.2 and a total number added of 28.5.
 
NMC recommends that the affected incumbents be reclassified into their new respective classification, which will remain in the same bargaining unit (Unit H, SEIU - Local 521), effective July 12, 2014 (the first full pay period in Fiscal Year 2014-15).  The following items also are included in this recommendation:
 
§      Pursuant to Section § 35 of the current Unit H Memorandum of Understanding, the incumbents will not serve a new probationary period.  
§      Pursuant to the Monterey County Personnel Policies and Practices Resolution No. 98-394, Section § A.4.2, the incumbents' anniversary dates and subsequent salary step advancement dates will change to reflect the effective date of this action.
§      Pursuant to the Monterey County Personnel Policies and Practices Resolution No. 98-394, Section § A.5.1, the incumbents' salary will be adjusted to the first step of the new salary range or the next higher step which provides a minimum of a five percent (5%) salary increase, with the exception of one (1) incumbent, whose salary placement includes credit for a 10% special assignment pay this employee currently receives.
§      The reclassified employees will have a seniority date that reflects their original permanent hire date into the Healthcare Technician classification.
§      This recommendation stands alone, specific to the actions contained herein, and is non-precedent setting.
 
OTHER AGENCY INVOLVEMENT:
SEIU - Local 521 concurs with this recommendation, and this item was successfully negotiated between SEIU - Local 521, Natividad Medical Center, and the Monterey County Human Resources Department.  
FINANCING:
The total of the above action is approximately $81,872 in salary and benefits costs annually, which was included in the Natividad Medical Center Adopted Budget - Unit 9600 for FY 2014-15.  NMC is confirming its appropriations position and if its spending authority has been exceeded will return to the Board.  There is no impact to the General Fund in supporting this recommendation.
