RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve the increase in appropriations and estimated revenues of $10,950 in the Sheriff’s Fiscal Year (FY) 2023-24 Adopted Budget (001-2300-SHE001-8273), financed by a Public Risk Innovation, Solutions, and Management (PRISM) and property grant (4/5 vote required); and

b. Authorize and direct the Auditor Controller to amend the Sheriff’s FY 2023-24 Adopted Budget (001-2300-SHE001-8273) by increasing appropriations and estimated revenues $10,950, financed by a PRISM and property grant (4/5 vote required); and

c. Authorize the Contracts and Purchasing Officer or their designee to execute a non-standard agreement with Flock Group Inc., dba Flock Safety, in an amount not to exceed $19,950, for cameras to be erected at Government Center parking lots, for two (2) years, effective upon execution by all parties; and

SUMMARY:

The County of Monterey Sheriff (MCSO) requests approval of this agreement.

 

In order to provide increased safety to Government Center parking lots, for employees as well as people parking in the parking lots, the MCSO in conjunction with Public Works, Facilities, & Parks and the County Safety Officer, have agreed to have cameras placed in Government Center Parking lots, in locations recommended by Public Works, Facilities, & Parks and the County Safety Officer.

 

Three (3) cameras will be placed at the Government Center parking lots. These cameras will provide extra security to the area and will be monitored 24/7. The poles that the camera’s will be placed on will be installed by the vendor Flock Group Inc., dba Flock Safety who will install the actual cameras.

 

This Project is a collaboration between County Counsel -Risk Management and the Sheriff’s Office.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and advised on this Agreement as to legal form. The Auditor-Controller has reviewed and approved the Agreement as to fiscal provisions. Public Works, Facilities & Parks and the County Safety Officer support this request.

 

FINANCING:

The Budget Committee supported this request on September 27, 2023. The Sheriff’s Office is requesting an increase in appropriations and estimated revenues of the Adopted Budget for FY 2023-24 in the amount of $10,950 funded by grants. Next fiscal year’s cost and estimated revenues of $9,000 will be incorporated during the budget process for a total not to exceed contract amount of $19,950 over two (2) years. This project will be financed by $6,228 from PRISM and $13,722 by the Property Grant. The Sheriff’s Office will work with Risk Management for the continued funding of this County project.
