RECOMMENDATION:
It is recommended that the Board of Supervisors:
 
Provide direction to staff to begin work on the following topics relating to the process and fees for land use entitlements: 1) modifying ordinances related to the process for appeal of land use permit decisions; 2) separating the fee for condition compliance from the upfront application fee; 3) changing the fee waiver policy; 4) establishing the hourly rate for fee calculations; 5) reviewing the Application Request process: and 6) establishing future fees for General and Coastal Plan Implementation ordinances, plans, and programs.
 
SUMMARY:
The Board of Supervisors, on May 7, 2013, adopted modifications to a few specific fees for this FY 2013-14. Calculating land use permit fees is a very extensive undertaking, requiring significant staff time for the land use departments. Obtaining direction on the topics in this report will allow staff to focus their time on a smaller set of variables. This report seeks direction for staff to work on land use entitlement fee and process changes for future Board consideration, with the goal of having changes in place by FY 2014-15.

OTHER AGENCY INVOLVEMENT:
RMA-Planning staff has worked with RMA-Finance, RMA-Administration, the CAO-Budget and Analysis division, and Office of County Counsel in the preparation of this report. Other land use departments have been briefed on this report.
 
FINANCING:
The action of providing direction to analyze fees does not have any cost implications other than the staff work to conduct a comprehensive analysis for FY 2014-15. Those costs are included in the Adopted Budget for the land use departments for FY 2013-14.
