SUMMARY/DISCUSSION:
The Monterey County Fish and Game Commission is recommending that the Board of Supervisors approve seven (7) Fish and Game Grant projects for Fiscal Year 2013 - 2014 and three (3) projects for Fiscal Year 2014-2015.  Due to the timing of the latter three grant projects, funds are not required immediately, yet are needed prior to the next grant cycle and the commission recommends awarding them after the end of this fiscal year (June 30, 2014): This action is consistent with Board Resolution 81-239, which states that all expenditures using County Fish and Game funds must be approved by the Board of Supervisors.
 
The ten grant applications were legally placed on the Monterey County Fish and Game Commission's agenda for review on February 11, 2014.  Regarding the application from Gates and Associates, Wildlife Conservation and Hunting in the Golden State, the commission requested more specifics on actual spending activities and provided direction to the applicant to revise their budget to reflect actual line item expenses and return to the April 8th meeting for funding consideration. All grant projects were reviewed for consistency with California State Fish and Game Code criteria.  A copy of the relevant portion of the draft minutes from the February 11, 2014 and April 8, 2014 meetings are attached hereto regarding the presentations and discussions on the applications.  Each applicant has agreed to the terms and conditions of the grant agreement for use of Fish and Game propagation funds.  By majority vote, the Commission recommended that the Board of Supervisors approve the following grants in the amounts shown below:
 
1. Silicon Valley Monterey Bay, BSA - $2,000
Project: Fish and Habitat Conservation Education
      
2. California Department of Fish and Game - $500
Project: Carmel River Striped Bass Removal.
 
3. Monterey Bay Youth Outdoor Day - $2,500
Project: Outreach event to educate and expose youth to outdoor activities and wildlife.
 
4. Monterey County Parks Department - $2,000
Project: Toro Park Pond Renovation.
 
5. Monterey Bay Salmon Trout Project - $5,000
Project: Coho Salmon and Steelhead Restoration Programs
 
6. Monterey Bay Veterans, Inc. - $2,500
Project: Disabled Veterans Fishing Rehab
 
7. CalTIP - $1,000
Project: CalTIP Programs (brochures, K-9, rewards, website, hotline)
 
8. Ventana Wildlife Society - $5,000
Project: Free non-lead bullet program
 
9. Lazy Arrow - $2,500
Project: Junior and Women's Pheasant Hunt
 
 
10. Gates & Associates - $2,400
Project: Wildlife Conservation and Hunting in the Golden State
 
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approves as to form.
 
FINANCING:
Sufficient funds are available in both Fiscal Year 2013 -14 and 2014-15 budgets, Appropriation PAR002 Park Unit 8155 to award these grants recommended by the Commission. There is no adverse impact to General Fund Contribution as a result of this action.
