a. Approve and authorize the Director of Health or Assistant Director of Health to execute a new one-year Monterey County Health Department, Behavioral Health Bureau, Mental Health Services Agreement with A&A Health Services, LLC for the provision of mental health services to Monterey County adult residents with severe psychiatric disabilities in a Board and Care facility, for a maximum County obligation of $379,784 for the term of July 1, 2022 through June 30, 2023; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($37,978) of the original Agreement amount and do not significantly alter the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a new one-year Monterey County Health Department, Behavioral Health Bureau, Mental Health Services Agreement with A&A Health Services, LLC for the provision of mental health services to Monterey County adult residents with severe psychiatric disabilities in a Board and Care facility, for a maximum County obligation of $379,784 for the term of July 1, 2022 through June 30, 2023; and
b. Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($37,978) of the original Agreement amount and do not significantly alter the scope of services.
SUMMARY/DISCUSSION:
A new vendor with the County of Monterey, A&A Health Services, LLC is headquartered in Alamo, California, and operates a licensed Adult Residential Care Facility in San Pablo, California. This facility provides community-based activities that create a normalizing experience for adults with severe psychiatric disabilities, and benefits persons determined to need the most help, particularly those recently discharged from psychiatric locked facilities.
The County currently maintains Agreement A-15670 with A&A Health Services, LLC which was instituted on a trial basis for five months in FY 2021-22, and which will expire on June 30, 2022.
This new agreement extends the same contract provisions, client-driven program, and structured activities provided by A&A Health Services, LLC which successfully assist the residents to reintegrate into the community. Clients will leave the A&A Health Services facility with an understanding of their diagnosis, health challenges, medication awareness, trigger awareness, and a variety of individualized coping skills to assist in their successful reintegration.
In addition, A&A Health Services has agreed to take Monterey County clients at severity levels that normally would necessitate placement at higher levels of care, at more expensive facilities. Beginning July 1, 2022, this agreement will continue the care and treatment provisions for five (5) Monterey County residents through June 30, 2023, at a clear financial benefit to the County.
Approval of this Agreement meets the requirements of the State Welfare and Institutions Code 5600 (Bronzan-McCorquodale Act) and the California Code of Regulations Titles 9 and 22 and sustains the continuity of core services to seriously mentally ill clients of Monterey County.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by 1991 Realignment funding (84%), and by SAMHSA Block Grant funding (16%). The funds for this Agreement ($379,784) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2022-23 Requested Budget.
