RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute Amendment No. 4 to the Electronic Patient Care Reporting (ePCR) Agreement between the County of Monterey and ESO Solutions, Inc. for the provision of a countywide Unified Electronic Patient Care Reporting (ePCR) Solution to extend the Agreement term to March 30, 2026, and to increase the total Agreement amount for an amount not to exceed $1,020,546.
SUMMARY:
The Director of Health Services seeks authorization to execute Amendment No. 4 to the Agreement between the County of Monterey and ESO Solutions, Inc. for the provision of a countywide unified Electronic Patient Care Reporting (ePCR) Solution to extend the term of the Agreement for 2 years to March 30, 2026, and to increase the amount payable to Contractor for services to be provided during the extension period.
DISCUSSION:
ESO Solutions, Inc. was selected as the ePCR vendor for County of Monterey Emergency Medical Services through a formal Request for Proposal (RFP #10588) process conducted in
2016.
Given that the implementation of a single integrated ePCR system county-wide has been a great improvement for the County of Monterey EMS system and to ensure compliance with the requirement of state law, the EMS Agency proposes to continue to use CSA-74 monies to pay for the continuing costs of ESO software, licensing, and database integration with communication centers, hospital systems, and health information exchange for those organizations that are part of the EMS Agency-provided ePCR data system at least until March 30, 2026, based on the needs of the EMS system and available CSA-74 funding.
This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 2. Enhance public health and safety through prevention and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one of the ten essential public health services, specifically, 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT
County Counsel, Risk Management, and the Auditor Controller have reviewed and approved Amendment No. 4 as to legal form, non-standard indemnity provisions, and fiscal provisions, respectively.
FINANCING:
This action does not impact General Fund contribution. The cost of services to be provided under this Agreement would be covered by CSA-74 special tax (fund 092). The funds for the cost of these services were included in the FY2023-24 Budget and for FY2024-25, and FY2025-26 will be included in the Health Department’s Emergency Medical Services Bureau (HEA 006, Unit 8109) respective FY2024-25, and FY2025-26 Recommended Budgets.
