a. Authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to execute an Agreement with Sicuro Data Analytics, LLC, for a Statistical Analysis, for the period of April 1, 2023, through January 31, 2025, in the maximum amount of $150,000;
b. Accept non-standard contract provisions as recommended by the District Attorney;
c. Authorize the Contract/Purchasing Officer or Contracts Purchasing Supervisor and the District Attorney to sign and execute the appropriate documents and verifications when required;
d. Authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to issue purchase orders on an as-needed basis pursuant this Agreement over the period of April 1, 2023, through January 31, 2025.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to execute an Agreement with Sicuro Data Analytics, LLC, for a Statistical Analysis, for the period of April 1, 2023, through January 31, 2025, in the maximum amount of $150,000;
b. Accept non-standard contract provisions as recommended by the District Attorney;
c. Authorize the Contract/Purchasing Officer or Contracts Purchasing Supervisor and the District Attorney to sign and execute the appropriate documents and verifications when required;
d. Authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to issue purchase orders on an as-needed basis pursuant this Agreement over the period of April 1, 2023, through January 31, 2025.
SUMMARY:
It is requested that the Board authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to sign a non-standard Agreement with Sicuro Data Analytics, LLC, and to issue purchase orders on an “as needed” basis, in the aggregate amount not to exceed $150,000, over the period of April 1, 2023 through January 31, 2025. Providing statistical analysis of criminal charging and outcomes, as outlined in the Racial Justice Act.
DISCUSSION:
This vendor has the unique perspective and expertise in casual data analytics based on specific institutional knowledge of the criminal justice system with the County of Monterey. This has become increasingly critical, and several legislative changes have directed that this information be kept in a specified fashion. The procurement of this vendor specifically will provide the County of Monterey clean and identifying missing content from the case management system (CMS); Backfilling missing and erroneous content with the CMS; Ongoing statistical analysis of criminal charging and outcomes, as outlined in the Racial Justice Act.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the agreement as to form.
FINANCING:
The cost for the current fiscal year is projected to be $20,000, which is currently budgeted and will not require additional appropriations. The cost of future fiscal years will be included in the normal budgeting process and is funded through an existing MOU with the Probation Department, funding the Racial Justice Act attorney position, with no impact to the General Fund.
