Title

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve the reallocation of 2.0 vacant FTE 80S01 - Communications Dispatcher II positions to 2.0 FTE 14C31 - Management Analyst III positions in the Emergency Communications Department Budget 1520-8065.
b.      Approve the deletion 1.0 vacant FTE 80S26 - Emergency Communications Operations Supervisor position in the Emergency Communications Department Budget 1520-8065; and
c.      Direct the County Administrative Office to incorporate the approved changes in the FY 2014-15 Adopted Budget and the Human Resources Department to implement the changes in the Advantage HRM system.
 
 
SUMMARY/DISCUSSION:
The Department has restructured the organization and identified the need to reallocate 2.0 FTE positions to the Management Analyst series.   These positions will have the direct responsibility to manage the functioning of either Law or Fire disciplines within the Center as it relates to call-taking and dispatching activities. These positions will have greater involvement with senior law enforcement and fire personnel and will require independent decision making.  
The request to classify and reallocate these positions was prepared by the Emergency Communications Department and approved by the Human Resources Department on July 23, 2014.
 
OTHER AGENCY INVOLVEMENT:
The Human Resources Department has reviewed the Request to Classify form and concurs with the classification recommendation.  
 
FINANCING:
If authorized by the Board, the expense of this action will not require any additional funding.  Each Communications Dispatcher II to Management Analyst III reallocation will increase annual expenditures by approximately $33,000 for a net of $66,000.  This increase is offset by the deletion of the Emergency Communications Operations Supervisor position which will decrease annual expenditures by approximately $105,000.  If approved, this action will decrease annual departmental expenditures by approximately $39,000.
