Report

RECOMMENDATION:

It is recommended that the Board of Supervisors acting on behalf of CSA 17 - Rancho Tierra Grande:

 

a.  Approve an increase in appropriations in the amount of $12,000 in the FY 2015-16 Adopted Budget for County Service Area 17 - Rancho Tierra Grande, Fund 057-3000-8198-RMA053, where the financing source is Unassigned Fund Balance, to fund open space maintenance projects (4/5 vote required); and

b.  Authorize the Auditor-Controller to amend the budget for County Service Area No. 17 - Rancho Tierra Grande, Fund 057-3000-8198-RMA053, for FY 2015-16 by increasing appropriations in the amount of $12,000 where RMA Fund 057 Unassigned Fund Balance is the financing source to balance the appropriation increase (4/5 vote required).

 

SUMMARY/DISCUSSION: 

The requested appropriation of $12,000 would provide funding for open space maintenance projects for County Service Area 17 - Rancho Tierra Grande (CSA 17).  These projects consist of mowing and removal of dead trees in the open space areas of CSA 17.

 

Representatives from the homeowners association in CSA 17 have brought to the attention of staff concerns regarding trees in the open space area that have died.  Most of the trees are along Tierra Grande Drive, which serves as the only access and egress road to approximately 200 homes.  The removal of the dead trees is required to minimize fire and safety hazards.

 

Open space mowing is required to minimize fire hazard from excessive growth of weeds and grass. At least one mowing is recommended prior to the end of FY 2015-16.  There are sufficient funds available to cover the costs of this action.

 

OTHER AGENCY INVOLVEMENT:

The projects have been requested by representatives of the homeowners association.  This matter was presented to Budget Committee on February 24, 2016.

 

FINANCING:

The recommended action will increase appropriations in Fund 057 Unit 8198 (CSA 17) from $11,487 to $23,487.  The $12,000 in additional costs associated with the open space projects will be financed using a portion of the estimated $31,020 Unassigned Fund Balance for CSA 17.  This will result in a reduction in Fund Balance in 39% to $19,010.
