Adopt Resolution approving the 2021 Emergency Operations Plan (EOP) Annex - Evacuation and Transportation Plan in accordance with Chapter 2.68.080 and 2.68.0404 of the County Code.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt the resolution approving the 2021 Emergency Operations Plan (EOP) Annex - Evacuation and Transportation Plan in accordance with Chapter 2.68.080 and 2.68.0404 of the County Code.

 

SUMMARY:

Section 2.68.080 of the County Code prescribes the purpose and process for adopting and maintaining an EOP for the County of Monterey.  An EOP is a key component of an emergency operations program, establishing the overall authority, roles, and functions performed during response to major emergencies and disasters.  The EOP also sets forth those overall authorities, roles and functions for preparedness, recovery, and mitigation phases of emergency management.  The emergency operations program is in continuous operation and includes non-disaster related activities such as training, exercises, and public education.  This plan provides the basis for the preparation of emergency operations including roles and responsibilities of government and emergency support agencies.  The EOP provides guidance for disaster response and recovery. 

 

The Evacuation and Transportation Plan is a newly developed annex to the EOP.  The Evacuation and Transportation Plan is intended to coordinate and define roles and procedures for messaging, evacuation, and movement of Monterey County Operational Area residents from their home or business from areas deemed to be unsafe due to an emergency.  This Monterey County Operational Area EOP Annex - Evacuation and Transportation Plan was approved, and adoption recommended by the Monterey County Operational Area Disaster Council on October 27, 2021. This plan creates zone identifications for all areas of the County, allowing residents to “Know their Zone” and provide consistency for responders responsible for identifying areas needing to be evacuated.

 

DISCUSSION:

The County’s 2020 EOP maintains compliance with California’s Standard Emergency Management System (SEMS), the National Incident Management System (NIMS), and reflects changes made within the County’s emergency operations program to address the challenges of responding to and recovering from major emergencies and disasters within the County in today’s environment.  FEMA’s National Response Framework identifies the local jurisdictions’ responsibility to develop detailed, robust all-hazards/all threats EOPs that should address strategies for both no-notice and forewarned events considering assisting the access and functional needs population. The 2020 EOP and this 2021 Evacuation and Transportation Annex has a simple format and is based on the FEMA Comprehensive Planning Guide document for writing and maintaining EOPs.  The plan format includes Annexes that include all Emergency Response Plans adopted by the County whether hazard or geographic specific.

 

 

The Annex - Evacuation and Transportation Plan, is a newly developed plan serving as a guidance document for the purpose of providing consistent, coordinated, and effective public messaging and direction regarding evacuations during the critical times of an emergency. OTHER AGENCY INVOLVEMENT:

The Monterey County Operational Area Disaster Council serves as the advisory council to the Board of Supervisors and convenes at the request of the Director of Emergency Services (CAO) to consider and recommend emergency plans and agreements to improve disaster preparedness countywide as authorized by Monterey County Code 2.67et Seq.  The Disaster Council is comprised of representatives from County Departments and County leaders responsible for emergency and disaster operations. 

 

FINANCING:

The Office of Emergency Services if funded through the General Fund.  Approval of this EOP Annex Plan will not impact the budget.
