RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or the Assistant Director of Health to execute a five (5) year Professional Services Agreement with Salinas Valley Memorial Healthcare System for specialty physician services in the area of infectious disease, for the term of July 1, 2016 through June 30, 2021 for a total contract amount not to exceed $180,000; and

b.                     Authorize the Director of Health or the Assistant Director of Health to approve up to three (3) future amendments to this Agreement where the total amendments do not exceed 10% of the original amount ($18,000), and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Salinas Valley Memorial Healthcare System (SVMHS) and the Health Department have a long standing professional and collaborative relationship. The Health Department is responsible for tuberculosis control throughout Monterey County.  SVMHS employs a California licensed physician qualified to render professional services in the area of infectious disease.  To ensure access to medical services in this Specialty, approval of the recommended action will allow SVMHS’s infectious disease specialist to provide treatment and consultation services pertaining to clinical treatment of patients with Latent Tuberculosis Infection (LTBI), class B immigration tuberculosis and tuberculosis contact in Clinic. 

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiatives: 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 3) Inform, educate and empower people about health issues; and 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions.  Risk Management has reviewed and cannot approve the nonstandard mutual indemnification provision in the Agreement.  The Health Department recommends moving forward with this action since SVMHS employs the only infectious disease specialists in Salinas.

 

FINANCING:

Sufficient appropriations are available in FY 2015-16 Adopted Budget and FY 2016-17 Recommended Budget of Clinic Services Bureau, Health Department (4000-HEA007) and the anticipated amount per FY is $36,000.  The Agreement is funded by revenues from Medi Cal and Medicare.  There is no financial impact to the General Fund resulting from approval of this Agreement.
