RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Authorize the Director of Health Services to accept an additional award of $45,000 from The Regents of the University of California Davis Campus School of Veterinary Medicine on behalf of its Koret Shelter Medicine Program in connection with the California for All Animals statewide Animal Shelter Assistance Program; and

b. Authorize the Director of Health Services to execute Amendment No. 1 to receive the additional award of $45,000 for a new total Agreement amount not to exceed $88,200 and to extend the term of the Agreement for a new term of December 13, 2022 to June 30, 2025 for the provision of tracking specific data outlined in the Agreement and one final report upon completion of the program; and

SUMMARY/DISCUSSION:

The Hitchcock Road Animal Services Agency (HRAS) submitted a SNIPtember grant proposal that was accepted and awarded in 2023, in the amount of $43,200 to the California for All Animals Program through the UC Davis Koret Shelter Medicine Program. In June 2024, UC Davis offered additional grant funding to continue the same efforts. This specific grant program is funded by a one-time California State General Fund dollars to increase the spay/neuter opportunities to animal shelters in California.

Background: 
The SNIP Bus (Spay Neuter Imperative Project) is a 501(c)(3) low-cost mobile spay and neuter clinic. The bus works to actively prevent the suffering and death of unwanted animals due to overpopulation. The bus is independently funded through generous sponsors.

HRAS has been partnering with SNIP for several years, always looking for ways to increase the spay/neuter opportunities in the community. To date, they’ve helped fix over 2,000 animals in our Salinas and Monterey County communities.

For this grant, HRAS is further partnering with SNIP via contractual agreement to expand the spay/neuter opportunities for animals in the shelter, referrals through our field officers as well as owned pets as clinic space is available. This grant term is to provide for 8 large dog clinics and 4 feral cat clinics, both of which are areas where additional opportunities are still lacking in our communities.

Through this partnership, one day a month or as scheduled with HRAS, SNIP will provide a mobile spay/neuter clinic for a combination of shelter animals (to include foster animals), referrals through field officers, as well as owned large dogs, and feral cats. With an average of 30 animals per clinic for a 12-month period, they will increase our spay/neuter opportunities by over 360 animals. The services to the owned pets/feral caretakers will be at no charge. Any vaccines needed by these pets will be covered through Animal Services as SNIP is not providing any vaccinations. The updated cost for these 12 clinics is $45,000 ($3,750 per clinic).

HRAS was notified June 17, 2024 that UC Davis desired to Amend the current Agreement by providing additional grant funds and extending the term of the Agreement. HRAS staff will work with SNIP staff to schedule and further coordinate the clinics related to this grant.

Total additional funds awarded is $45,000 and will be used by HRAS as applicable. This grant award program is to be completed by June 30, 2025. Disbursement of the grant funds will be provided upon execution of the Agreement.

OTHER AGENCY INVOLVEMENT:

The Offices of County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 1 as to form and fiscal provisions, respectively.

FINANCING:

There is no impact to the General Fund resulting from the acceptance of this award. The Department will manage grant expenditures within existing appropriations and will evaluate the need to seek an increase at mid-year.
