a. Authorize and Approve the Agreement between Monterey County, acting through Monterey County Free Libraries, and the City of Carmel by the Sea, acting through the Harrison Memorial Library, for a collaborative partnership to offer literacy services at Carmel’s Harrison Memorial Library facilities;
b. Authorize the Library Director, or her Designee, to sign the Agreement on behalf of the County;
c. Authorize the Library Director, or her Designee, to execute the Agreement with an initial term of five (5) years: from January 1, 2020 to December 31, 2024, with the option of three (3) single year extensions for a maximum term of eight (8) years.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize and Approve the Memorandum of Understanding between Monterey County, acting through Monterey County Free Libraries, and the City of Carmel by the Sea, acting through the Harrison Memorial Library, for a collaborative partnership to offer literacy services at Carmel’s Harrison Memorial Library facilities;
b. Authorize the Library Director, or her Designee, to sign the MOU on behalf of the County;
c. Authorize the Library Director, or her Designee, to execute the MOU for a term of five (5) years: from January 1, 2020 to December 31, 2024, with the option of three (3) single year extensions for a maximum term of eight (8) years.
SUMMARY/DISCUSSION:
In 2018, Monterey County Free Libraries (MCFL) celebrated its 25 year anniversary of providing adult literacy services to residents of Monterey County. Through the ReadMCFL program adult learners are assessed for needs and matched with volunteers for one-to-one tutoring that takes place at MCFL branch libraries throughout Monterey County. Funding for this program is provided by the California State Library, the Foundation for MCFL and MCFL. The City of Carmel-by-the-Sea, through Harrison Memorial Library has the desire to provide adult literacy services to Carmel residents and Monterey County residents without creating a new adult literacy program. HML and MCFL, in the spirit of collaboration and through leveraging the resources of both agencies, would like to expand the ReadMCFL program to include HML branches as meeting sites for volunteer and learner pairs. The purpose of this MOU is to clearly identify the roles and responsibilities of each party as they relate to the delivery of ReadMCFL literacy services at HML facilities to adults who live or work within Monterey County. The MOU establishes that HML will publicize the ReadMCFL program to recruit new learners and volunteers and refer them to the ReadMCFL program for placement. ReadMCFL will assess new learners, train new tutors and match Learner/Volunteer pairs who wish to meet at HML or MCFL facilities. It is understood that HML facilities consist of the Main Library, located on the corner of Ocean Avenue and Lincoln Street, and the Park Branch, located on the corner of Mission Street and Sixth Avenue, in Carmel-by-the-Sea city limits.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the MOU as to form. Risk Management has approved the insurance and indemnification provisions.
FINANCING:
There will be no additional cost to MCFL through the implementation of this MOU. There is no impact on the County General Fund associated with this MOU.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The collaborative partnership between MCFL and HML has the shared objective of improving adult literacy in Monterey County by effectively leveraging partner resources to expand the ReadMCFL literacy program to HML facilities, resulting in more residents served.
