RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Acting as Chief Elected Official, approve and authorize the Executive Director of the Monterey County Workforce Development Board to execute an agreement with New York Wired for Education, Inc., for provision of online employment and occupational training in the amount of $5,800, for the period retroactive to March 1, 2018 through March 1, 2019;

b.                     Acting as Chief Elected Official, approve and authorize the Executive Director of the Monterey County Workforce Development Board to execute a maximum of four (4) amendments to the agreement, adding one (1) year each, subject to County Counsel review, where the cost of each additional year does not exceed ten percent (10%) of the original amount ($580.00 maximum increase per amendment) and does not significantly change the terms of the agreement

 

SUMMARY:

New York Wired for Education, Inc. provides online license subscriptions to its Metrix Learning Management System (LMS); LMS provides individual end users with access to over 5,000 courses on employment soft skills and professional and occupational training.  Registered individual end-users have 24/7 unlimited access to online training; information on career pathways and career exploration tools; and access to certification training programs.

 

Approval of this recommendation will enable the Monterey County Workforce Development Board (WDB) and its America’s Job Center of California (AJCC) delivery system to meet the current and emerging training needs of participants who are unemployed or underemployed.  It will also enable the WDB to meet the needs of dislocated workers who require new skills, enhanced skills, and certification training programs to prepare them for new employment opportunities and career advancement.

 

DISCUSSION:

With the increase in the number of unemployed and underemployed individuals in Monterey County, the WDB is challenged with offering career and training services to an increased number of people. The Metrix LMS will help the WDB and its AJCC delivery system to provide participants with impactful job skills training. With access to over 5,000 online courses, targeted career pathways, career exploration tools and certification training programs; job seekers can train to enhance their skills and qualify for entry into local area job opportunities. By utilizing the Metrix LMS, the WDB can also help employers ensure they hire the best possible applicants and retain a highly skilled workforce.

 

Authorization of up to an additional 4 years of these services is also recommended.  Providing the WDB with the flexibility to extend on-line training and career services, depending on need, ensures its ability to adapt to changing needs of WIOA participants and local employers.

 

The Board’s approval of the agreement retroactive to a start date of March 1, 2018 is being requested by the contractor as their contractual process must begin on the first of the month prior to quarter ending period.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the agreement as to form.  On February 7, 2018, the Workforce Development Board approved the proposed agreement with New York Wired for Education, Inc.

 

FINANCING:

Workforce Innovation and Opportunity Act (WIOA) grant funds in the amount of $5,800 will be used to fund the Metrix Learning Management System (LMS) online license subscription from New York Wired for Education, Inc. and is budgeted in Fund 021, Appropriations Unit CAO030, Unit 8478. There is no financial impact to the County General Fund resulting from approval of the LMS license subscription agreement.

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Authorizing the Monterey County Workforce Development Board to enter into the agreement with New York Wired for Education, Inc. will help to reduce barriers to individual progress toward educational and career goals, will help meet the needs of local employers for skilled workers, and will further local economic development.
