Introduce, waive the reading, and set August 24, 2010, at 10:30 a.m., to consider
adoption of an Ordinance amending the Monterey County Code, Title 12, Section
12.28.010, to establish no parking at any time on the northeast side of Merritt Street
State Highway 183) from a point 35 feet southeast of the centerline of Sanchez
Street, southeasterly for a distance of 46 feet; and Monterey County Code, Title 12,
Section 12.28.065, to establish twenty-minute limited parking on the northeast side
of Merritt Street State Highway 183) from a point 81 feet southeast of the centerline
of Sanchez Street southeasterly for a distance of 40 feet, Castroville area.
Upon motion of Supervisor Potter, seconded by Supervisor Armenta, rand carried by those
members present, the Board hereby:

12.28.010, to establish no parking at any time on the northeast side of Merritt
Street State Highway 183) from a point 35 feet southeast of the centerline of
Sanchez Street, southeasterly for a distance of 46-feet; and Monterey County
Code, Title 12, Section 12.28.065, to establish twenty-minute litpited parking on
the northeast side of Merritt Street State Highway 183) from a point 81 feet
southeast of the centerline of Sanchez Street southeasterly for a distance of 40
feet, Castroville area.

RECOMMENDATION:
It is recommended that the Board of Supervisors introduce, waive the reading, and set
August 24, 2010, at 10:30 a.m., to consider adoption of an ordinance amending the Monterey
County Code, Title 12, Section 12.28.010, to establish no parking at any time on the northeast
side of Merritt Street State Highway 183) from a point 35 feet southeast of the centerline of
Sanchez Street, southeasterly for a distance of 46 feet; and Monterey County Code, Title 12,
Section 12.28.065, to establish twenty-minute limited parking on the northeast side of Merritt
Street State Highway 183) from a point 81 feet southeast of the centerline of Sanchez Street
southeasterly for a distance of 40 feet, Castroville area.
SUMMARY/DISCUSSION:
A resident has complained of limited site distance when entering Merritt Street from Sanchez
Street because of cars, trucks and vans parked on Merritt Street in front of the market at the
corner of Sanchez and Merritt. Also, the market owner at this corner has requested twenty
minute limited parking for deliveries and patrons of the small market for the same street
frontage.
After a review of the site, the Department of Public Works agrees sight is limited on many
occasions because of parked vehicles. Due to the conflicting requests, the Department
recommends no parking at anytime on Merritt Street State Highway 183) for the first 46 feet
from the corner and twenty-minute limited parking for the remaining 40 feet prior to a driveway.
This compromise should best serve the public interest while still improving safety.
Caltrans must review and be in agreement with the adopted ordinance prior to implementation of
the parking restrictions.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the ordinance as to form. The California Highway Patrol and
Caltrans concur with this recommendation.
FINANCING:
There is no financial impact to the General Fund. Traffic control devices are paid from the Road
Fund. The cost to install the necessary signing is estimated at $800.00. There are sufficient
appropriations available in the Road Fund Fund 002, Unit 8195) to finance this work.

AMENDING SECTION 12.28.010 AND 12.28.065 OF THE MONTEREY COUNTY
CODE RELATING TO PARKING RESTRICTIONS ON COUNTY ROADS
County Counsel Summary
This ordinance establishes no parking at any time on a portion of Merritt
Street and twenty minute limited parking on a portion of Merritt Street in
Castroville.
The Board of Supervisors of the County of Monterey ordains as follows:
SECTION 1. Section 12.28.010 of the Monterey County Code is amended by adding to
that section the following street location:
Merritt Street. On the northeast side of Merritt Street State Highway 183) from a point
35 feet southeast of the centerline of Sanchez Street, southeasterly for a distance of 46 feet.
SECTION 2. Section 12.28.065 of the Monterey County Code is amended by adding to
that section the following street location:
Merritt Street. On the northeast side of Merritt Street State Highway 183) from a point
81 feet southeast of the centerline of Sanchez Street, southeasterly for a distance of 40 feet.
SECTION 3. This ordinance shall become effective on the 31St day following its
adoption.
