RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to the Standard Agreement with Access Support Network, to continue to provide monitoring, prevention, testing, and linkage to and retention in care activities for the most vulnerable and underserved individuals living with or at high risk for hepatitis C virus (HCV) infection within Monterey County, extending the term through June 30, 2028, for a revised term of July 1, 2021, through June 30, 2028, and increasing the amount not to exceed by $400,416 with an amended not to exceed total of $858,836.

SUMMARY DISCUSSION:

The County of Monterey Health Department (MCHD) has been awarded continued funding from the California Department of Public Health (CDPH) to implement public health activities related to monitoring, prevention, testing, and linkage to and retention in care activities for the most vulnerable and underserved individuals living with, or at high risk for, hepatitis C virus (HCV) infection within Monterey County. HCV is transmitted through exposure to blood from an infected person, often via shared needles.

MCHD is seeking approval to continue the existing agreement with Access Support Network (ASN) to provide community-based HCV testing, linkage to care, and care coordination for vulnerable and underserved clients at high risk of HCV infection. ASN serves the Monterey County, Santa Barbara, and San Luis Obispo County communities, assisting individuals living with human immunodeficiency virus (HIV) and hepatitis C virus (HCV) infections. ASN offers testing and prevention education opportunities for various groups throughout the community.

This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: 1. Empower the community to improve health; 2. Enhance public health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports three of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 4. Strengthen, support, and mobilize communities and partnerships to improve health; and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.
