Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Door to Hope for the provision of perinatal substance abuse prevention and intervention services to Monterey County children and their families, for the period July 1, 2024 through June 30, 2025, in the amount of $339,963; and

b. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this Agreement where the total amendments do not exceed 10% ($33,996) of the contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $373,959.

 

SUMMARY/DISCUSSION:

Door to Hope’s Monterey County Screening Team Assessment, Referral and Treatment (MCSTART) Program is a local collaborative providing prevention, assessment, early intervention and treatment services to Monterey County children who have been exposed to alcohol or drugs, or are at risk for perinatal alcohol or drug exposure, and their families.  Funding provided to Door to Hope will allow the program to provide capacity building that adjusts to the Child Welfare population, advance training on prenatal alcohol and drug exposure, parent/caregiver education, and case management services.

Door to Hope will use evidenced based assessment tools to provide support to newborns at risk for alcohol and drug exposure to assess their health and well-being, provide linkage to needed services, and provide basic needs and information to their caregivers and program partners. This agreement will also provide for supervision and oversight of the Mentor Moms/Dads program.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions. 

 

FINANCING:

Funding for this agreement is provided with a combination of Federal funds and State realignment revenues.  Sufficient appropriations and estimated revenues in Fund 001-5010-SOC005-8262 are included in the FY 2024-25 Recommended Budget. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by expanding the Department’s ability to work collaboratively with the community to address the impacts of perinatal alcohol and drug exposure, improving the lives of children and their families.
