RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Amend Fiscal Year (FY) 2015-16 Health Department Budget 4000-HEA003-8124 to delete one (1) 0.80 FTE Public Health Nurse II and add four (4) 0.20 FTE Public Health Nurse II to each of four (4) existing .80 FTE Public Health Nurse II positions as reflected in Attachment A; and

b.                     Authorize the County Administrative Office to reflect approved changes in the FY 2015-16 Adopted Budget.

 

SUMMARY/DISCUSSION:

The Health Department recommends deletion of one (1) vacant 0.80 FTE Public Health Nurse II position and addition of four (4) 0.20 FTE to each of four (4) existing 0.80 FTE PHN II positions to better meet the Department's business needs.  This action will allow current PHN II incumbents the opportunity to work full-time and additionally will improve recruitment potential should these positions become vacant. 

 

This action will support the Monterey County Health Department’s 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically: 4. Inform, educate, and empower people about health issues; and, 5. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

Human Resources Department has reviewed and agrees with the recommendations. This request was supported by the Board of Supervisor’s Budget Committee on August 30, 2015.

This recommendation is cost neutral.
