RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the County Purchasing Agent or designee to execute Amendment No. 4 to AGREEMENT No. A-16869 with Monterey County Children and Families DBA First 5 Monterey County, for the provision to assist in the administration of the Medi-Cal program through the County-Based Medi-Cal Administrative Activities (CMAA) program, adding $20,000 for a total revised Agreement amount not to exceed $350,000 and extending the term two years for a revised Agreement term of July 1, 2016 through June 30, 2028.
SUMMARY:
The County of Monterey Health Department serves as the Local Government Agency (LGA) responsible for administering the County-Based Medi-Cal Administrative Activities (CMAA) program within the County. In this role, the LGA facilitates the claiming of Federal Financial Participation revenues on behalf of eligible County claiming units for allowable Medi-Cal administrative activities such as case management, referrals, program planning, and outreach related to Medi-Cal services.
First 5 Monterey County participates in the CMAA program to support the proper and efficient administration of the Medi-Cal program. Through its participation, the organization helps improve the availability and accessibility of Medi-Cal services for eligible and potentially eligible individuals in Monterey County.
DISCUSSION:
The CMAA program allows participating local agencies to receive federal reimbursement for certain administrative activities that support the Medi-Cal program. As the designated LGA, the County of Monterey Health Department coordinates the program locally, ensuring that participating entities comply with program requirements and are able to claim eligible activities.
Through participation in the CMAA program, First 5 Monterey County conducts activities such as outreach, referrals, and program coordination that help connect families and individuals to Medi-Cal services. These efforts contribute to improving access to healthcare resources for eligible populations, particularly children and families, while helping ensure that local agencies can receive federal reimbursement for allowable administrative activities that support Medi-Cal program operations.
This Amendment No. 4 will ensure the continuation of these services and the ongoing participation of First 5 Monterey County in the CMAA program. This amendment will allow the County to maintain coordination of eligible administrative activities and continue drawing down Federal Financial Participation revenues that support local efforts to improve access to Medi-Cal services for eligible and potentially eligible residents.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s) 1. Build Community Power and Partners’ Capacity to Increase Equity and Improve Health; and 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one or more of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; 4. Mobilize community partnerships and action to identify and solve health problems; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Offices of County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 4 as to form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Health Realignment and CMAA revenue. Appropriations are included in the Health Department’s (HEA014-8438) FY 2025-26 Adopted Budget and FY 2026-27 Requested Budget. For the FY’s out, provisions will be made in the Requested Budget for the appropriate year.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This recommendation supports Well-Being and Quality of Life by improving access to Medi-Cal services for eligible and potentially eligible residents through outreach, referral, and care coordination activities. This effort aligns with Key Objectives focused on improving community health outcomes and expanding access to healthcare services, particularly for children and families in Monterey County.
