a. Approve Amendment No. 1 to Agreement No. A-11957 with California Code Check, Inc., to Agreement No. A-12103 with CSG Consultants, Inc., and to Agreement No. A-12104 with West Coast Code Consultants, Inc. to provide on-call construction building inspection services to the County of Monterey Resource Management Agency - Building Services with no associated dollar amount increase for the current term through June 30, 2015; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 1 to each Agreement and up to three future Amendments to each Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amounts.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 1 to Agreement No. A-11957 with California Code Check, Inc., to Agreement No. A-12103 with CSG Consultants, Inc., and to Agreement No. A-12104 with West Coast Code Consultants, Inc. to provide construction building inspection services to the County of Monterey Resource Management Agency - Building Services with no associated dollar amount increase for the current term through June 30, 2015; and
b. Authorize the Contracts/Purchasing Officer to execute Amendment No. 1 to each Agreement and up to three future Amendments to each Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amounts.
SUMMARY/DISCUSSION:
On June 26, 2012, the Board of Supervisors approved Agreement No. A-11957 with California Code Check, Inc., Agreement No. A-12103 with CSG Consultants, Inc., and Agreement No. A-12104 with West Coast Code Consultants, Inc. to provide plan check/review and related services to the County of Monterey Resource Management Agency (RMA) - Building Services (RFQ #10336) for the initial term of three (3) years from execution of the Agreements through June 30, 2015, including the option to extend the Agreements for two (2) additional one (1) year periods in accordance with the terms and conditions of the Agreements, in the aggregate total amount not to exceed $615,000 annually for all Agreements.
RMA - Building Services is responsible for providing building permit services including plan review and inspections on all projects submitted for permit. RMA - Building Services currently has three outside consultants under contract to provide plan review services on an "as-needed" basis. Due to an increase in permit applications and a corresponding increase in permit revenue of just under 20%, RMA - Building Services is anticipating an increase in demand for regular construction inspections.
In order to meet this need during the upcoming Fiscal Year (FY) 2014-2015 budget year this request is being made to include construction building inspection services and corresponding fee rates to these existing consultant Agreements. This will allow RMA - Building Services to utilize qualified inspectors to perform inspections on an "as-needed" basis as workloads dictate.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller have reviewed and approved Amendment No. 1 to the Agreements as to form and legality, and fiscal provisions, respectively.
FINANCING:
Financing for these outside inspection services will be funded by the increase in RMA - Building Services revenue resulting from the increased permit activity. This will not increase or exceed the aggregate total amount of $615,000 annually for all three Agreements.
