RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute a retroactive Amendment No. 2 to a Standard Agreement between Villa & Sons Builder Services and the County of Monterey to provide street sweeping, track painting, sandblasting, and paddock striping at WeatherTech® Raceway at Laguna Seca, increasing the agreement by $48,576 for a total amount not to exceed $147,576, with a term retroactive to February 23, 2024 through December 31, 2026.

 

SUMMARY

Public Works, Facilities and Parks (PWFP) is amending the Standard Agreement between the County of Monterey (County) and Villa & Sons Builder Services (Villa) to cover an outstanding invoice for services provided in 2024.

 

DISCUSSION:

A&D Narigi Consulting, LLC (A&D) and the County entered into a Management Agreement on November 20, 2019 for the operation and management of  Laguna Seca Recreation Area (LSRA).  Subsequently, the County entered into a Standard Agreement with Villa, a local general contractor, on February 23, 2024 (Attachment A) and executed Amendment No. 1 on July 1, 2024 (Attachment B) to provide sweeping, track painting, sandblasting and paddock striping services (collectively “Services”).  At the request of A&D, Villa performed the Services at LSRA from April 2-6, 2024. 

The County later entered into a Restated Concession Agreement for the operation and management of the LSRA with Friends of Laguna Seca effective August 1, 2024.  During the transition of management staff at LSRA, the invoice was misplaced and as a result, not paid.

 

PWFP became aware of the outstanding invoices (Invoice 180356 in the amount of $2,100 and Invoice 180358 in the amount of $46,475.15) in March 2026, and subsequently determined the County is responsible for payment of these Services. 

 

 

Public Works, Facilities and Parks request the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute the proposed retroactive Amendment (Attachment C) to the Agreement, thereby allowing the outstanding invoices to be processed for payment.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed retroactive Amendment as to form and fiscal provisions, respectively.

 

FINANCING:

There is sufficient funding in the Approved Budget for Fiscal Year 2025-26 in LSRA Fund 453, Appropriation Unit PFP067 to cover the invoice fees per term of Agreement.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

The recommended action supports the Board of Supervisors’ Strategic Plan Goals of promoting Well-Being and Quality of Life, advancing Sustainable Infrastructure for the Present and Future, and fostering Safe and Resilient Communities.  Expanding access through safe, inclusion-oriented services is expected to attract a broader and more diverse audience to LSRA events.  In turn, these enhanced recreational opportunities will contribute to an improved quality of life for County residents and visitors alike.
