Authorize the Registrar of Voters to execute Agreement Number 14G26125 with the Secretary of State's office and any associated documents/certifications necessary for the County to receive Help America Vote Act (HAVA) Section 261 grant funds in the amount of $20,000.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.                     Authorize the Registrar of Voters to execute Agreement Number 14G26125 with the Secretary of State's office and any associated documents/certifications necessary for the County to receive Help America Vote Act (HAVA) Section 261 grant funds in the amount of $20,000.

 

SUMMARY/DISCUSSION:

Agreement Number 14G26125 permits the County to be reimbursed in the amount of up to $20,000.  The SOS has received a federal grant from the under HAVA Section 261 for expenses incurred to improve polling place and website accessibility for individuals with disabilities. The County will have authority to spend the full allocation, $20,000, in this contract beginning upon execution of the Agreement. Of the full allocation, $7,495.39 must be spent by July 31, 2015 and the remaining $12,504.61 by June 30, 2016.

 

Grant funds will be used to reimburse the county for up to $20,000 for costs of attending SOS training and conducting polling place accessibility surveys, including salary and benefits of participating employees. Qualified equipment or supply purchases necessary to make facilities accessible are likewise reimbursable. Appropriations for this purpose were already built into the Fiscal Year 2015-6 requested budget.

 

Copies of the Amendment and Agreement are on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

The requested Agreement has been reviewed and approved by County Counsel as to form.

 

FINANCING:

Invoices and personnel costs for accessibility activities shall be paid by Elections. Once payment is issued, Elections shall submit a claim for reimbursement to the SOS. It is anticipated the SOS will reimburse within approximately 45 days of receipt of complete claim documentation.

 

Elections is not requesting increased estimated revenue or appropriations, as this grant was already accounted for in the Fiscal Year 2015-6 requested budget. There will be no additional cost to the County General Fund associated with this recommendation.
