RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a. Adopt Plans and Special Provisions for the Robinson Canyon Road Bridge Scour Repair, Project No. 3851; and

 

b. Authorize the Director of Public Works, Facilities and Parks to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

The County of Monterey (County) Public Works, Facilities & Parks (PWFP) proposes to perform scour repairs on the existing Robinson Canyon Road Bridge (Bridge No. 44C0117) (Project) over Carmel River in Monterey County, California.  Scour refers to the removal of sediment such as sand and gravel from around bridge abutments or piers caused by fast flowing water.  Bridge scour is one of the main causes of bridge failure.  The planned scour repairs are designed to achieve current American Association of State Highway and Transportation Officials (AASHTO) requirements.    The project location in relation to adjacent streets and landmarks is presented in Attachment A.

 

In compliance with the California Environmental Quality Act (CEQA), the County of Monterey Department of Public Works, Facilities and Parks (PWFP) filed an Initial Study/Mitigated Negative Declaration (IS/MND) with State Clearinghouse Sacramento - SCH#2108021013 on May 21, 2018.  Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on July 3, 2018.

 

On April 18, 2023, the Board previously adopted plans and authorized the advertisement of the Project, however, recent input from Caltrans required the Project specification to be updated to reflect current federal requirement. Adherence to federal funding requirements is necessary to maintain federal funding of the Project. 

 

The bid opening is now set for September 29, 2023, at 3:30 p.m., in the Monterey Room,2nd floor, County Administration Building, Monterey County Government Center, 168 West Alisal Street, Salinas, California 93901.  Project construction is scheduled to begin in June 2024.

 

Adopting the Plans and Special Provisions and authorizing the PWFP Director to advertise the Project will allow PWFP to solicit construction bids and proceed with the construction phase of the Project.  Following the opening of bids and determination of the lowest apparent responsible bidder, PWFP will return to the Board to recommend Project award.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and Auditor-Controller have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions, and fiscal provisions, respectively.

 

FINANCING:

As shown in Attachment B, the total estimated Project cost including engineering design, environmental documentation and permitting, right-of-way, and construction is $4,812,085.

 

The Project is funded mostly through the Federal Highway Administration (FHWA) Highway Bridge Replacement Program in the amount of $4,027,343.  The federal funds require an 11.43% local match that will be provided by the State Toll Credits Fund ($521,785) and Measure X funds ($262,957).  See Attachment B for further details regarding the Project budget.  There are currently sufficient appropriations in the amount in the adopted FY 2023-24 Road Fund 002, Appropriation Unit PFP 004 budget to finance the construction phase of the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project would replace an existing structurally deficient and functionally obsolete bridge with one that meets current geometric and seismic standards.  The recommended action supports the following Board of Supervisors’ Strategic Initiative:
