Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to sign Amendment #1 to a Standard Agreement on behalf of the Sheriff/Coroner’s Office with Drake Transportation to provide pick up, delivery and transport of deceased remains; and

b.                     Authorize the Contracts/Purchasing Officer or Contracts Purchasing Supervisor to sign up to three (3) amendments of up to $66,000 per year (198,000) to the agreement where the amendment does not significantly change the scope of work and the total cumulative cost of this contract does not exceed $329,000.

 

SUMMARY/DISCUSSION:

In Monterey County, the Sheriff position is a combined Sheriff/Coroner position and the Sheriff therefore, is responsible for Coroner job function. The Coroner is charged with investigation and autopsy of any reportable or unexplainable deaths and must determine the cause and manner of the death.

 

This contract covers services of Drake Transportation for provision of pick up, delivery and transport of deceased remains. This saves the Sheriff’s Office the expense of maintaining/replacing a coroner’s vehicle, providing on call staffing for body removal, and maintaining all necessary licensure to perform this function. The original contract was signed on July 1, 2014 for $91,000 to run through the time period of 06/30/2016. The contract amount was insufficient and needs to be supplemented by $40,000 in order to fund the contract through the 06/30/2016 end date. This brings the current total of the agreement to $131,000.

 

The Sheriff’s Office is also seeking to have the Contracts Purchasing Officer authorized to execute no more than three (3) additional amendments of up to $66,000 per year ($198,000) to the agreement, for a total not to exceed cost of $329,000 for the agreement.

 

A copy of this agreement is on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved the agreement as to legal form, and the Auditor/Controller has reviewed for fiscal provisions. This agreement is being brought for board approval because it now exceeds $100,000 in value.

 

FINANCING:

Funding for this contract was included in the FY 2015-16 Sheriff/Coroner’s approved budget. There is will be no increase in the General Fund Contribution as a result of this Board action.
