Authorize the Auditor-Controller to amend the Fiscal Year (FY) 2023-24 Adopted Budget for the Department of Emergency Management (001-1040-8588-DEM001) to increase appropriations and estimated revenues by $15,000 funded by grant revenues from the Governor’s Office of Emergency Services (CalOES), 4/5th vote required.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a resolution to designate and authorize the Director of Emergency Management and Emergency Services Manager to execute and manage grant documents for the California Governor’s Office of Emergency Services (CalOES) 2022 Listos California CERT Support Grant (LC) Program; and
b. Authorize the Auditor-Controller to amend the FY 2023-24 Adopted Budget for the Department of Emergency Management (001-1040-8588-DEM001) to increase appropriations and estimated revenues by $15,000 funded by grant revenues from the Governor’s Office of Emergency Services (CalOES), 4/5th vote required.
SUMMARY/DISCUSSION:
On August 23, 2022, per Resolution No. 22-326, the County of Monterey Board of Supervisors authorized the Emergency Services Manager, or designee, from the Monterey County Office of Emergency Services to execute, receive, manage, and enter into a contract with the Governor’s Office of Emergency Services (CalOES) for the 2022 Listos California CERT Support Grant (LC) Program for the amount of $15,000 with a performance period of June 1, 2022, to December 31, 2023, and authorized the Auditor-Controller to amend the FY 2022-23 Adopted Budget for the Office of Emergency Services (024-1050-CAO023-8412) to increase appropriations and estimated revenues by $15,000 funded by grant revenues from CalOES.
The Monterey County Office of Emergency Services was reorganized into the Department of Emergency Management in December 2022. An update reflecting the reorganization is required by the CalOES 2022 Listos California CERT Support Grant (LC) Program in order to maintain continuity of grant management and to appropriately close out the grant’s remaining performance period. As such, the Department of Emergency Management is requesting that the Director of Emergency Management and the Emergency Services Manager be designated as authorized County of Monterey representatives to execute and manage grant documents for the California Governor’s Office of Emergency Services (CalOES) 2022 Listos California CERT Support Grant (LC) Program.
In addition, the Office of Emergency Services was unable to expend any funds in FY 2022-23 related to the Listos California CERT Support Grant (LC) Program. As such, the Department of Emergency Management is requesting authorization for the Auditor-Controller to amend the FY 2023-24 Adopted Budget for the Department of Emergency Management to increase appropriations and estimated revenues by $15,000, funded by CalOES grant revenue.
OTHER AGENCY INVOLVEMENT:
County Counsel’s Office, the Auditor-Controller’s Office, and Risk Management have reviewed and approved as to form.
FINANCING:
There is no impact to the General Fund. This resolution will increase appropriations and revenues for the FY 2023-24 Adopted Budget for the Department of Emergency Management (001-1040-8588-DEM001) by $15,000, funded by CalOES grant revenue. The 2022 Listos California CERT Support Grant (LC) Program does not require matching funds. The Budget Committee reviewed the request at their November 29, 2023, meeting and supported the recommendations.
