RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a.  Approve and authorize the Director of Health Services or designee to execute an Agreement with First Alarm for the provision of on-going building security system monitoring, for the Health Department’s Behavioral Health Bureau’s Integrated Health building located at 299 12th Street, Marina, California, for a total agreement amount of $39,536 and with a term upon execution through September 30, 2028;

b.  Approve and authorize the Director of Health Services or designee to sign up to three future amendments to this Agreement where the total amendments do not exceed 10% ($3,954) of the original Agreement amount, do not significantly alter the scope of work, and do not exceed the maximum amount of $43,490; and

SUMMARY:

First Alarm has provided reliable alarm system services to the Health Department for more than two decades. These services include monitoring of the intrusion alarm system, the fire suppression system, and temperature-sensitive equipment used to store vaccines and other medical products. Continuation of these services is essential to protect public health assets and ensure uninterrupted facility operations. Approval of this Agreement will allow these critical monitoring services to continue without disruption.

DISCUSSION:
The continued monitoring provided by First Alarm is vital to the safety and security of the Health Department’s Behavioral Health Bureau’s Integrated Health facility located at 299 12th St., Marina, CA. 93933. The intrusion and burglary alarm, and fire alarm system serves as a primary safeguard against unauthorized access, theft, and potential damage to County-owned and leased property.

These systems are critical in protecting both personnel and assets by ensuring early detection of security breaches and fire-related incidents. Any lapse in monitoring could jeopardize these resources, disrupt operations, and compromise public safety.

 

Therefore, approval of this Agreement is necessary to maintain continuous protection, ensure compliance with safety and operational standards, and uphold the County’s responsibility to safeguard its facilities, staff, and public health infrastructure.

 

OTHER AGENCY INVOLVEMENT:

The Offices of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively.

 

FINANCING:

Appropriations for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012-8410) FY 2025-26 Adopted Budget, and provision for it will be made in the Department’s Requested Budget for the years out.
