Approve and authorize the Emergency Services Manager to execute a three (3) year Memorandum of Understanding (MOU) from July 12, 2022 to July 31, 2025 between Monterey County, acting through its Office of Emergency Services (MOCO OES), the Center for Risk-Based Community Resilience Planning (“CoE”), and the National Institute of Standards and Technology Engineering Laboratory (“NIST”) to test out their pilot hazard planning software (“IN-CORE”) and playbook - at no cost to the County.

RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Emergency Services Manager to execute a three (3) year Memorandum of Understanding (MOU) from July 12, 2022 to July 31, 2025 between Monterey County, acting through its Office of Emergency Services (MOCO OES), the Center for Risk-Based Community Resilience Planning (“CoE”), and the National Institute of Standards and Technology Engineering Laboratory (“NIST”) to test out their pilot hazard planning IN-CORE software and playbook, at no cost to the County.
SUMMARY/DISCUSSION:
Through this MOU, the CoE Interdependent Networked Community Resilience Modeling Environment (“IN-CORE”) and THE NIST Community Resilience Planning Guide for Buildings and Infrastructure Systems (“Playbook”) will be applied to support the County’s resilience planning, evaluation, and decision-making related to the County’s Hazard Mitigation and Community Resilience Plans. By participating in the collaboration, the County will be permitted to pilot various interdisciplinary resilience planning tools provided by IN-CORE and the Playbook.
The MOU provides CoE and NIST the opportunity to test and gather feedback on their IN-CORE software and playbook. IN-CORE (Interdependent Networked- Community Resilience Modeling Environment) is an open-source inter-disciplinary computational environment that provides science-based tools that communities can use to assess and improve their resilience through hazard modelling for floods, tsunamis, wildfires, earthquakes, sea level rise, and droughts. The Playbook helps support this software by adding in an inclusive planning process, by linking social and economic functions with the built environment, and establishing priorities to improve resilience for a range of natural hazards
Monterey County would benefit from this as the combined use of the Playbook and IN-CORE can support informed, risk-based decision making for community resilience and hazard mitigation planning, along with potential for use during EOC exercises, helping foster disaster readiness.
Monterey County OES is in the process of finding an intern to assist with this project.
OTHER AGENCY INVOLVEMENT:
The Office of Emergency Services and County Counsel approve the recommendation.
FINANCING:
There is no impact to the County General Fund with the adoption of this resolution.
