RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Economic Development Director to sign Amendment #1 to Agreement with Sur Transportation LLC, for a revised full agreement term of June 28, 2017 to October 29, 2017, and adding $275,000, for a revised total agreement not to exceed $327,000.
SUMMARY/DISCUSSION:
On June 5, 2017, the Board approved $275,000 for FY 2017-18 to fund emergency transportation shuttle services along Highway 1 - Big Sur Coastline in response to the closure of Pfeiffer Canyon Bridge. In addition, the Board authorized the Economic Development Director to fund $52,000 for FY 2016-17 to implement the emergency shuttle services program.
The implementation of the Big Sur shuttle service was initially funded by the Economic Development Department, in the amount of $52,000, for the term June 28, 2017 through July 25, 2017. Approval of Amendment #1 will continue the emergency transportation shuttle services through October 29, 2017, for an additional amount of $275,000, not to exceed $327,000.
The shuttle program will provide transportation aid to the Big Sur residents, businesses and visitors until the Pfeiffer Canyon Bridge is reconstructed, which is expected to be completed the end of September 2017. Sur Transportation was the only shuttle service that responded to the County’s request to provide shuttle services along Highway 1 - Big Sur coastline.
Extending the shuttle service through October 28, 2017, will add two additional shuttle vans, with two shuttles on the North side and two shuttles on the South side of Pfeiffer Canyon Bridge, for a total of four vans. The Sur Transportation shuttle service shall operate seven days a week, between the hours of 12:00 noon and 8:00 p.m., and provide four (10) passenger vans. Sur Transportation will pick up passengers at Andrew Molera State Park. The cost to ride the shuttle van roundtrip is $5.00 per person and under twelve ride free. The $5.00 charge will cover printing of tickets/release of liability, maps/brochures that are costs incurred by Sur Transportation.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller has reviewed and approved Amendment #1 as to fiscal provisions. County Counsel, Risk Management and the CAO - Budget Office have reviewed and approved Amendment #1 as to form.
FINANCING:
Funds for Amendment #1 have been included in the FY 2017-18 Adopted Budget, via the Economic Development Department’s Budget, Fund 001, Department 1070, Unit 8221. There are no additional fiscal impacts with this recommendation.
