RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Center for Community Advocacy for the provision of community-based mental health prevention and early intervention services for unserved adults, children, and families in the amount of $95,000 for Fiscal Year (FY) 2016-17; $95,000 for FY 2017-18; and $95,000 for FY 2018-19; for a total Agreement amount not to exceed $285,000 for the term of July 1, 2016 through June 30, 2019; and

b.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one year amendments that in the aggregate do not exceed (10%) ($28,500) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12494 with Center for Community Advocacy, which will expire on June 30, 2016.  Center for Community Advocacy provides recruitment and training of Promotores who are bicultural paraprofessionals.  Promotores facilitate access to mental health services, increase mental health awareness, and provide advocacy for the unserved and underserved Latino population of Monterey County.  Individuals identified needing higher levels of care are referred to Monterey County Behavioral Health Bureau for services.  Center for Community Advocacy will provide outcome data reports and collaborate with Monterey County Behavioral Health Bureau to develop an effective service delivery model that meets the needs of the Latino population of Monterey County.  Approval of this proposed three-year term agreement will provide a continuum of outreach to the population of focus and extend collaboration efforts.

 

The Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions.  This Agreement is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Mental Health Services Act (100%) revenues.  The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 Requested Budget.  The funds for this Agreement for FY 2017-18 and FY 2018-19 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2017-18 and FY 2018-19 Recommended Budgets.
