a. Approve and authorize the Director of the Department of Social Services to sign an agreement in tandem with Hartnell Community College for $239,966 to provide Independent Living Program (ILP) services to current and former Monterey County foster/probation youth ages 14 to 24 for the period July 1, 2021 through June 30, 2023; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($23,997) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement in tandem with Hartnell Community College for $239,966 to provide Independent Living Program (ILP) services to current and former Monterey County foster/probation youth ages 14 to 24 for the period July 1, 2021 through June 30, 2023; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($23,997) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement provides services and activities to assist current and former Monterey County foster and probation youth, ages 14-24, to prepare to live independently. The Independent Living Program (ILP) emphasizes four domains of education, employment, finance, and daily living skills. The scope of these responsibilities is multi-layered to include administrative tasks, curriculum development, event planning, daily life skills training, and supervision/mentoring of Transition Age Youth (TAY). The Hartnell Community College ILP collaborates with many county departments, local organizations, and businesses to assist youth with employment, housing, or other core services.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This Agreement is funded with Federal Social Services revenues and Realignment funds. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2021-22 Recommended Budget. Future fiscal year costs/estimated revenues will be requested through the corresponding budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to partner with Hartnell Community College to provide hands-on, experiential and classroom training to ILP eligible current and former foster/probation youth ages 14 to 24.
