Approve and authorize the Director or designee of the Department of Social Services to execute Amendment No. 2 to the Memorandum of Understanding (MOU) between the County of Monterey Department of Social Services (MCDSS), County of Monterey County Administrative Office (CAO) - Homeless Strategies & Initiatives Divisions (HSI), City of King, Coalition of Homeless Services Providers, and Step Up on Second Street, Inc. regarding a temporary homeless shelter program at the Monarch Inn Motel to add $465,000 in Encampment Resolution Funds (ERF) and extend the term by six (6) months for a new agreement term of November 1, 2023 through August 11, 2025.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director or designee of the Department of Social Services to execute Amendment No. 2 to the Memorandum of Understanding (MOU) between the County of Monterey Department of Social Services (MCDSS), County of Monterey County Administrative Office (CAO) - Homeless Strategies & Initiatives Divisions (HSI), City of King, Coalition of Homeless Services Providers, and Step Up on Second Street, Inc. regarding a temporary homeless shelter program at the Monarch Inn Motel to add $465,000 in Encampment Resolution Funds (ERF) and extend the term by six (6) months for a new agreement term of November 1, 2023 through August 11, 2025.
SUMMARY/DISCUSSION:
The original MOU was developed by and between the City of King, the County of Monterey Department of Social Services, the Coalition of Homeless Services Providers, and Step Up on Second Street, Inc to support an interim sheltering plan due to delays of the King City Homekey project.
The City of King continues to be proactive with their efforts addressing both the welfare and safety of homeless individuals and concerns expressed by the community, due to the ongoing delays associated with the implementation of the permanent housing component of this project. This amended MOU will add $465,000 in ERF from County Administrative Office (CAO) - Homeless Strategies & Initiatives Divisions (HSI) that will increase the total county contributions for the operator Step Up on Second Street, Inc. to staff and support the interim program to $640,000. The CAO - HSI will execute a separate agreement with Step Up, Inc for the additional funds to support the extension of the lease at Monarch Inn through August 11, 2025. The extension will prevent program participants from becoming homeless during the transition period of the permanent supportive housing site at the Days Inn in King City becoming operational. Participants from Monarch Inn will be rehoused at the Days Inn site once operational. The City of King is still actively engaged in collaborations with new partners and seeking additional funding to restabilize the intended Homekey project.
OTHER AGENCY INVOLVEMENT:
The City of King, the Coalition of Homeless Services Providers, Step Up on Second Street, Inc., and the Department of Social Services have joined in a Memorandum of Understanding with the County of Monterey CAO-HSI division to fund and extend operations of the emergency homeless shelter program at the Monarch Inn Motel. The Office of County Counsel has reviewed and approved the Agreements as to form.
FINANCING:
This Memorandum of Understanding is an agreement between all five parties to co-fund and establish a short-term temporary interim shelter in King City. The County of Monterey CAO-HSI division is allowing a $465,000 of ERF 3 already committed to King City’s Homekey program to be used towards this interim support plan. The CAO-HSI has been awarded an Encampment Resolution Funding (ERF) grant and upon receipt, intends to contribute a portion of the funds to the temporary homeless shelter program. The CAO-HSI plans to execute a separate agreement with Step Up, Inc for this share.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by working towards the goals of the Lead Me Home 5-Year Plan to Reduce Homelessness by coordinating services to individuals and families experiencing homelessness.
