a. Approve Professional Services Agreement with MNS Engineers, Inc. to provide construction management services for the State Route 1 Climbing Lane between Carmel Valley Road and Rio Road, Project No. 8690, under Request for Proposals (RFP) #8690, in a total amount not to exceed $479,516, beginning June 15, 2017 for a period of three (3) years to June 15, 2020, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Professional Services Agreement with MNS Engineers, Inc. to provide construction management services for the State Route 1 Climbing Lane between Carmel Valley Road and Rio Road, Project No. 8690, under Request for Proposals (RFP) #8690, in a total amount not to exceed $479,516, beginning June 15, 2017 for a period of three (3) years to June 15, 2020, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.
SUMMARY:
The County of Monterey, Resource Management Agency (RMA) (hereinafter, “County”) has identified a need for construction management services for the State Route 1 Climbing Lane between Carmel Valley Road and Rio Road, Project No. 8690, (hereinafter, “Project”). The County solicited proposals from qualified contractors through Request for Proposals (RFP) #8690 for construction management services for the Project, in accordance with the specifications set forth in the RFP. MNS Engineers, Inc. was selected and hired for their expertise and capabilities necessary to provide these services through a competitive selection process in accordance with County policies and State laws under RFP #8690.
DISCUSSION:
The Professional Services Agreement (PSA) with MNS Engineers, Inc. will allow for construction management services for the Project in a total amount not to exceed $479,516. Generally, the cost of construction management is 15% of the construction cost. The cost for MNS Engineers, Inc. is 12% of the construction engineer’s estimate.
In this capacity, MNS Engineers will serve as an extension of County staff. Their scope, in general, includes construction management, field inspection, review of contract change orders, material testing, and construction staking and surveying.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the PSA as to form and legality, and fiscal provisions, respectively.
FINANCING:
The total estimated Project cost, including engineering, environmental, right-of-way and construction, is $5,865,763. Funding from a variety of State and local revenue in the amount of $5,865,763 has been authorized for design, environmental, right-of-way and construction of the Project. The total not to exceed amount of the subject PSA for construction management services is $479,516. Sufficient appropriations in fiscal year 2017-18 are available in the RMA - Road Fund Budget (Fund 002, Unit 8195) to finance this PSA.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The PSA with MNS Engineers, Inc. will provide construction management services for a project that is designed to reduce traffic travel times and increase safety on State Route 1 between Carmel Valley Road and Rio Road.
