Adopt a resolution to:
a. Confirm the appointment of Melanie Rhodes, Deputy Director of Behavioral Health, Access to Treatment, Adult, Crisis and Justice Involved Services, as Acting Bureau Chief/Director of Behavioral Health for the County of Monterey Health Department, the term of which appointment shall be limited to a twelve-month period from the date of approval of the appointment by the State of California Department of Health Care Services (DHCS); and
b. Authorize the Chair of the Board of Supervisors to execute a letter to the State of California Department of Health Care Services (DHCS) announcing the appointment of Melanie Rhodes as Acting Director of Behavioral Health.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a. Confirm the appointment of Melanie Rhodes, Deputy Director of Behavioral Health, Access to Treatment, Adult, Crisis and Justice Involved Services, as Acting Bureau Chief/Director of Behavioral Health for the County of Monterey Health Department, the term of which appointment shall be limited to a twelve-month period from the date of approval of the appointment by the State of California Department of Health Care Services (DHCS); and
b. Authorize the Chair of the Board of Supervisors to execute a letter to the State of California Department of Health Care Services (DHCS) announcing the appointment of Melanie Rhodes as Acting Director of Behavioral Health.
SUMMARY/DISCUSSION:
The Behavioral Health Bureau is one of seven bureaus of the County of Monterey Health Department. The Director of Behavioral Health serves as the Behavioral Health Bureau Chief and reports directly to the Director of Health Services. The County of Monterey will be opening a recruitment to fill the current vacancy in the position of the Director of Behavioral Health/Bureau Chief.
The appointment of an Acting Director of Behavioral Health is essential during the pendency of the recruitment. A key assignment of the Acting Director of Behavioral Health will be to oversee the Health Department’s Behavioral Health processes and activities until the vacancy in the position of Director of Behavioral Health is permanently filled.
Pursuant to Section 620.1 of Title 9 of the California Code of Regulations, a county may select an Acting Director of Local Mental Health Services with appointment limited to a 12-month period subject to the approval of the Director of the State of California Department of Health Care Services.
