RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve the Memorandum of Understanding (MOU) between Monterey County, acting through the Monterey County Workforce Investment Board (WIB), and Transitions for Recovery and Re-entry Program, Inc, for providing services at the Monterey County America's Job Center of California in Seaside; and
b.      Authorize the WIB Executive Director to sign the agreement on behalf of Monterey County
 
SUMMARY:
In accordance with Section 121(c) of the Workforce Investment Act of 1998 (WIA), Monterey County, through the Monterey County WIB, seeks to enter into a Memorandum of Understanding (MOU) with Transitions for Recovery Re-entry Program, Inc, to provide wrap-around re-entry support services for parolees, probationers, veterans and the hard to serve residents at the comprehensive America's Job Center of California (Job Center) in Seaside.
 
The purpose of this MOU is to define the working relationship between the Job Center/ Monterey County WIB and Transitions for Recovery and Re-Entry Program, Inc., with the purpose of accomplishing shared goals and supplementing the capacity of the Job Center to provide a comprehensive array of wrap-around re-entry support services for Adults in our jurisdiction.  The MOU furthers the statutory purpose of the WIA, which emphasizes full and effective partnerships between local WIBs and the Job Center partners, and the regulation which emphasizes that it is a legal obligation for the partners and the local WIB to engage in good faith negotiations to reach agreement on the MOU.  The MOU provides that, as a Job Center partner, Transitions for Recovery Re-Entry Program will offer their services out of the Seaside Job Center on Fremont Street for specified amounts of time, in order to provide services to eligible Adults and assist in preparing them for successful transition to the Comprehensive America's Job Center AB 109 staff for full employment services.
 
 
 
 
 
DISCUSSION:
The term of the MOU with Transitions for Recovery Re-Entry Program, Inc., will begin once signed by all parties and approved by the Board of Supervisors and shall remain in effect until terminated by the repeal of Workforce Innovation and Opportunity Act (WIOA) or relocation of the America's Job Center in accordance with Section IV," Term of MOU," in the MOU (attached).  The MOU articulates that it may be reviewed annually and modified, altered, revised, extended or renewed by mutual written consent of all parties, by the issuance of a written amendment, signed and dated by all the parties on an as-needed basis.
 
OTHER AGENCY INVOLVEMENT:
This agreement has been approved by County Counsel as to legal form.
 
FINANCING:
This MOU has no effect on the general fund. This MOU is non-financial in nature. Financial agreements relating to the operation of the America's Job Center of California in Monterey County will be outlined in separate MOUs or subcontracts as required.
