a. Approve Professional Services Agreement with Kimley-Horn and Associates, Inc. to provide professional engineering services for a countywide roadway safety signing and striping audit, County Project No. 1145, Federal Project No. HSIPL-5944(127), under Request for Proposals (RFP) No. 1145, in a total amount not to exceed $575,420, beginning July 25, 2017 for a period of three (3) years to July 25, 2020, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. Approve Professional Services Agreement with Kimley-Horn and Associates, Inc. to provide professional engineering services for a countywide roadway safety signing and striping audit, County Project No. 1145, Federal Project No. HSIPL-5944(127), under Request for Proposals (RFP) #1145, in a total amount not to exceed $575,420, beginning July 25, 2017 for a period of three (3) years to July 25, 2020, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Professional Services Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.
SUMMARY:
The County of Monterey, Resource Management Agency (RMA) (hereinafter, “County”) has identified a need for professional engineering services for a countywide roadway safety signing and striping audit, County Project No. 1145, Federal Project No. HSIPL-5944(127), (hereinafter, “Project”). The County solicited proposals from qualified contractors through RFP #1145 for professional engineering services for the Project, in accordance with the specifications set forth in the RFP. Kimley-Horn and Associates, Inc. (KHA) was selected and hired for their expertise and capabilities necessary to provide these services through a competitive selection process in accordance with County policies and State laws under RFP #1145.
DISCUSSION:
The Professional Services Agreement (PSA) with KHA will allow for professional engineering services for the Project in a total amount not to exceed $575,420 for a term beginning July 25, 2017 for a period of three (3) years to July 25, 2020, with the option to extend the PSA for two (2) additional one (1) year period(s).
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the PSA as to form and legality, and fiscal provisions, respectively.
FINANCING:
The total estimated Project cost, including design engineering/environmental and construction is $3,222,200. The Project is funded by a Highway Safety Improvement Program (HSIP) Federal grant in the amount of $3,222,200. The total cost of the PSA for this Project is $575,420 (not to exceed amount). The adopted FY 2017-18 Road Fund 002, Appropriation Unit RMA012 budget includes appropriations of $2,842,300 for the Countywide Roadway Safety, Signing and Striping Audit Project No. 1145, which are sufficient to cover the cost of the PSA.
