a. Accept a Children and Youth Behavioral Health Initiative - Evidence-Based Practice and Community-Defined Evidence Practice Round Two (“CYBHI - EBP Round Two”) grant award, in the amount of $227,159 from the California Department of Health Care Services (DHCS), to assist in building institutional and regional capacity to provide Child-Parent Psychotherapy (CPP) for the term beginning the date of execution by both parties through June 30, 2025; and
b. Authorize the Director of Health Services or designee to execute the Implementation Subaward Agreement issued by Public Health Foundation Enterprises, Inc. DBA Heluna Health (“Heluna Health”) between the County of Monterey (“County”) and Heluna Health, the administrative entity for the CYBHI - EBP Round Two grant, for professional services to be performed by County as a Heluna Health subcontractor, in the total amount of $227,159, for the term beginning the date of execution through June 30, 2025; and
c. Approve and authorize the Director of Health Services or designee to approve up to three (3) future amendments that do not exceed 10% of the original Subaward Agreement amount ($22,716), do not exceed $249,875 in total, and do not significantly change the scope of services; and
d. Approve and authorize the Director of Health Services to take any actions necessary to implement the grant award.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. SUMMARY/DISCUSSION
The California Department of Health Care Services (DHCS) has awarded the County of Monterey Health Department a CYBHI - Evidence-Based Practices and Community-Defined Evidence Practices - Round Two Grant in the amount of $227,159 to assist in building institutional and regional capacity to provide Child-Parent Psychotherapy (CPP) to eligible patients and their families. The family-centered model serves young children and their caregivers, and it is as a treatment modality with robust evidence for effectively improving behavioral health outcomes for diverse populations.
The goal of the grant is to enhance and build the continuum of behavioral and mental health supports available to Monterey County children and families, with a specific focus on investing in evidence-based therapeutic models that meet the needs of specific populations residing in the community. This will be done by engaging MCSTART collaborative clinicians from Monterey County Behavioral Health Bureau (BHB) and Door to Hope in intensive CPP training, purchasing the necessary assessment tools to implement the model, and offering coaching and training to create ongoing capacity in this area for the provision of CPP.
This work supports the following County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.
OTHER AGENCY INVOLVEMENT
The Office of County Counsel, Risk Management, and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING
The Subaward Agreement provides a total amount of $227,159 for the term of the agreement. The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2023-24 Adopted Budget. The funds for FY 2024-25 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Proposed Budget.
