RECOMMENDATION:
It is recommended that the Board of Supervisors acting on behalf of County Service Area No. 17 - Rancho Tierra Grande:
 
a. Approve an increase in appropriations in the amount of $112,585 in the Resource Management Agency County Service Area 17 - Rancho Tierra Grande Appropriation Unit 057-3000-RMA053-8198 for the Via Mariquita Storm Drain Repair Project from the Fund 057 Unassigned Fund Balance (4/5th vote required); and
 
b. Authorize the Auditor-Controller to incorporate the approved modification in the FY 2014-15 Budget.
 
SUMMARY:
This action provides for appropriations for the Via Mariquita Storm Drain Repair Project.  
On June 3, 2014, the Board approved this project including a corresponding increase in appropriations to the FY 2013-14 Adopted Budget to ensure sufficient funds were appropriated for this project.  At the time the FY 2014-15 Adopted Budget was developed for CSA 17, it was anticipated that this project would be encumbered during the last month of the FY 2013-14, however, the project encumbrance will take place in the first month of FY 2014-15 requiring the subsequent action by the Board of Supervisors.
 
DISCUSSION:
Resource Management Agency - Public Works (RMA-PW) staff identified the need to rehabilitate 140 feet of 15-inch storm drain pipe that has failed under a private driveway in a utility easement on Via Mariquita Road, located in County Service Area 17 - Rancho Tierra Grande (CSA 17).  Staff met with the interested members of the community to discuss the scope and budget for the Via Mariquita Stormdrain Repair Project.
 
The estimated project costs of $112,585 are identified in the attached Project Budget.  To complete the project, funds will need to be appropriated from the FY 2014-15 estimated CSA 17 Unassigned Fund Balance of $118,458.  Capital projects of this nature are not regularly occurring expenses.  The nature of infrastructure funding and expenses results in the slow accumulation of reserves over an extended period of time, and infrequent projects of greater expense.  CSA 17 has been field reviewed for other deficiencies, and no further capital projects are expected in the near future.  The proposed action authorizes the Auditor-Controller to amend the budget for CSA 17.
 
OTHER AGENCY INVOLVEMENT:
This item was presented to the Budget Committee and the Capital Improvement Committee on May 28, 2014, and June 2, 2014, respectively.
 
FINANCING:
There is no impact to the General Fund as a result of this action.  There are sufficient funds available within CSA 17 to fund this project.  The adopted appropriations for FY 2014-15 for CSA 17 is $11,621 and would increase to $124,206 should the Board approve the requested increase in appropriations of $112,585.  The adopted revenues would remain unchanged from the current adopted budget of $11,621.  Increasing appropriations by the additional $112,585 would result in a significant reduction of the FY 2014-15 estimated Unassigned Fund Balance from $118,458 to $5,873.
