RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 1 to the mental health services agreement A-12259 with EMQ FamiliesFirst to increase funding for Therapeutic Behavioral Services (TBS), and add Home Alternatives to Residential Treatment (HART) program for FY 2013-14 in the amount of $71,288, FY 2014-15 in the amount of $149,225, for a revised total Agreement amount not to exceed $1,034,318 in the aggregate.
 
SUMMARY/DISCUSSION:
EMQ FamiliesFirst continues to provide Therapeutic Behavioral Services (TBS) to Monterey County children who are eligible for Medi-Cal and meet criteria for medical necessity. These services are available to children with difficult behaviors who require one-to-one assistance and who may be at risk of psychiatric hospitalization.  TBS is an intensive one-to-one, face-to-face, short term outpatient treatment intervention for beneficiaries under age 21 with serious emotional disturbances (SED) who are experiencing a stressful transition or life crisis and need additional short-term specific support services.  This Amendment will allow for additional children to receive these services.  
 
In addition to TBS, the Home Alternatives to Residential Treatment (HART) program is being added in FY 2014-15 and will provide services to Monterey County children who are receiving Special Education services through their Individual Education Plan (IEP) and have been identified by their IEP teams as being at imminent risk of residential treatment.  HART services provide highly individualized, intensive case management and one-to-one behavioral intervention that address the social emotional needs presenting barriers to academic success.  This Amendment will provide additional resources to the Monterey County educational system to serve children with emotional needs.     
 
This work supports the Monterey County Health Department 2011-2015 Strategic Plan initiative to empower the community to improve health through programs, policies, and activities.  It also supports one or more of the ten essential public health services, specifically:  Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 1 to Agreement A-12259 as to legal form and fiscal provisions, respectively.  Amendment is on file with the Clerk of the Board.  
 
FINANCING:
This Agreement is funded by Federal Financial Participation (46%), Realignment (47%), and Special Education Local Plan Area (SELPA) (7%) funds that pay for children who are placed through the Individual Education Plan (IEP). The amount of Amendment No. 1 to Agreement A-12259 is $71,288 for FY 2013-14 and $149,225 for FY 2014-15 for a total amount not to exceed $1,034,318.  The funds for this Amendment are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget for Fiscal Year 2013-14, and FY 2014-15 Requested Budget.
