Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Edgewood Center for Children and Families for the term July 1, 2019 through June 30, 2022 for the provision of Short-term Residential Therapeutic Program and mental health services in the amount of $458,681 for Fiscal Year (FY) 2019-20, $458,681 for FY 2020-21, and $458,681 for FY 2021-22, for a total Agreement amount not to exceed $1,376,043; and
b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) ($137,604.30) of the original Agreement amount and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement with Edgewood Center for Children and Families for the term July 1, 2019 through June 30, 2022 for the provision of Short-term Residential Therapeutic Program and mental health services in the amount of $458,681 for Fiscal Year (FY) 2019-20, $458,681 for FY 2020-21, and $458,681 for FY 2021-22, for a total Agreement amount not to exceed $1,376,043; and
b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) ($137,604.30) of the original Agreement amount and do not significantly change the scope of services.
SUMMARY/DISCUSSION:
will replace the current Agreement A-13326 with the County expiring on June 30, 2019. Edgewood Center for Children and Families is a Short-term Residential Therapeutic Program (STRTP) providing residential and specialty mental health services including specialized and intensive care, supports, and 24-hour supervision on a short-term basis for children and youth with complex and severe needs. The goal of the program is to provide therapeutic interventions to treat and ameliorate the behavioral health symptoms and improve function so that children and adolescents may move to a less restrictive and intensive treatment setting. Edgewood has been providing services to Monterey County children and youth who require the highest level of care to prevent their placement into an inpatient hospital or out-of-state residential or juvenile justice facility.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
This Agreement is funded by Mental Health Federal Financial Participation (MH FFP) (21%), 2011 Realignment-Early Periodic Screening, Diagnosis, and Treatment (EPSDT) (49%), and Special Education Local Plan Area (SELPA) funding (30%). The funds for FY 2019-20 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2019-20 Requested Budget. The funds for this Agreement FY 2020-21 and FY 2021-2022 will be included in the respective Health Department Health (HEA012, Unit 8410) FY 2020-21 and FY 2021-22 Requested Budgets.
