RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Registrar of Voters to consolidate and render specified election services to certain cities and districts relating to the conduct of the November 5, 2013 City/School/Special District Election.
 
SUMMARY:
California Elections Code Sections 10002 and 10400 et seq., provide that a city or district may by resolution request the Board of Supervisors to authorize the Registrar of Voters to consolidate and render election services relating to the conduct of an election.  Resolutions were filed by the following cities and districts requesting that the Registrar of Voters perform consolidated services for the November 5, 2013 election:
Alisal Union School District
Monterey Peninsula Water Management District
Castroville Community Services District
North Monterey County Unified School District
City of Marina
Pacific Grove Unified School District
Fort Ord Reuse Authority
Salinas City Elementary School District
Gonzales Unified School District
Salinas Union High School District
Greenfield Union School District
Santa Rita Union School District
Hartnell Community College District
Soledad Community Health Care District
Monterey County Board Of Education
Soledad Unified School District
Monterey Peninsula Community College District
Washington Union School District
Monterey Peninsula Unified School District
 
 
The services requested consist generally of appointing election officers, establishing voting precincts and polling places, preparing and distribution ballots and voting materials, canvassing the voted returns, certifying election results and issuing certificates of election and all other proceeding incidental to and connected with the election.
 
OTHER AGENCY INVOLVEMENT:
The agencies listed have requested that the Registrar of Voters consolidate their election with the November 5, 2013 City/School/Special District Election.
 
 
FINANCING:
California Elections Code Section 10002 mandates that all jurisdictions requesting election services from the County shall reimburse the County in full for the services performed.  There will be no significant impact to the County General Fund associated with this recommendation.  Expenses and revenues have already been budgeted for the 2013-2014 Fiscal Year.
