a. Authorize the Director of Human Resources, or designee, to execute a Student Intern Placement Agreement between Capella University and the County of Monterey for placement of students in the Health Department under the Behavioral Health Bureau (BHB) to complete their field practicum experiences, for the term of July 1, 2026, through June 30, 2030 and;
b. Approve non-standard risk provisions in the Agreement as recommended by the Director of Human Resources.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Director of Human Resources, or designee, to execute a Student Intern Placement Agreement between Capella University and the County of Monterey for placement of students in the Health Department under the Behavioral Health Bureau (BHB) to complete their field practicum experiences, for the term of July 1, 2026, through June 30, 2030 and;
b. Approve non-standard risk provisions in the Agreement as recommended by the Director of Human Resources.
SUMMARY:
The Countywide Internship Program (“Internship Program”) was authorized by the Board of Supervisors on July 17, 2017. The Master Student Placement Agreement was authorized by the Board of Supervisors, July 16, 2021, and renewed on July 8, 2025. The primary objectives of the program are to promote student awareness of the diversity of County careers, enhance education and training for the local student population, strengthen overall recruitment of a future workforce, and augment and support a wide range of County functions through avoided cost. This agreement between the County and Capella University will allow students gain experience while achieving their goals and creating a pipeline for future career professionals.
DISCUSSION:
Authorize the Director of Human Resources, or designee, to execute a Student Intern Placement Agreement from July 1, 2026, through June 30, 2030, between Capella University and the County of Monterey. The agreement will allow the County to provide current best practices to students who would like to gain skill and knowledge toward their desired career path. This partnership ensures the County can sustain well-trained workforce dedicated to meeting the needs of Monterey County’s diverse community.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this agreement as to form.
FINANCING:
There is no financial impact associated with the proposed action.
