RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a.                     Approve an increase of appropriations and estimated revenues of $161,250 for the Great Plates Delivered and Senior Meal Program thru Operations of Emergency Services 001-1050-CAO005-8541 FY 2021-22 Adopted Budget to provide meals to Seniors Sheltering through July 9, 2021 (4/5ths vote required); and

b.                     Direct the Auditor-Controller to amend the FY 2021-22 Adopted Budget by increasing appropriations and estimated revenues by $161,250 in Office of Emergency Services 001-1050-CAO005-8541(4/5ths vote required).

 

SUMMARY/DISCUSSION:

The Area Agency on Aging has been operating two COVID-19 Senior Meal Programs:  1) The Great Plates Delivered (GPD) Program, and 2) The AAA Senior Meal Program which both ended

July 9, 2021. The Department is recommending an increase in appropriations and estimated revenues of $161,250 for the Office of Emergency Services (OES) for the last nine (9) days of the Program as it fell in the new fiscal year.

 

Great Plates Delivered (GPD) Program was a statewide effort launched by the Governor on

April 24, 2020 to support adults 60 years of age and older who are at high-risk from COVID-19, enabling them to shelter in place by delivering three (3) nutritious meals per day. It also provided essential economic stimulus to local businesses and workers by contracting with local restaurants and food providers for the meals. The County is one of 28 counties and cities participating in the program throughout the state and has been operating on month-to-month extensions. The AAA Senior Meal Program was added to cover those seniors that did not qualify for the GPD Program and is 100% funded by the County. 

 

The Department sent advance notices to all the participants on the program alerting them that the program was ending and providing them with information on additional resources for food assistance for seniors (Attachment A).  Most older adults currently on the Great Plates Program are eligible for Meals on Wheels services as there is no income requirement. Meals on Wheels services have been given a waiver to provide meals to those that are sheltering in place due to COVID. The senior must be actively sheltering in place as much as possible. Meals on Wheels will resume serving only those that are homebound in a more traditional sense at some point in the future.

 

The participants and the restaurants have repeatedly expressed their gratitude for the program during the Pandemic.  There were 337,649 meals delivered under both programs serving an average of 329 participants, see Meal Data Report, Attachment B.

 

OTHER AGENCY INVOLVEMENT:

Office of Emergency Services concurs with the recommendations. Monterey County Board of Supervisor’s Budget Committee supports the recommendations.

The estimated cost for both senior meal programs for nine (9) days is $193,200, which is slightly higher than Attachment B as not all charges have posted to the County’s accounting system.  Department of Social Services will cover the estimated County share of cost of $31,950 via an intrafund reimbursement from Area Agency on Agency’s 001-5010-SOC010-8268 Budget to the OES Budget.  The Great Plates Delivered Program is being claimed through Federal Emergency Management Agency (FEMA) and the estimated reimbursement of FEMA (75%) and State (18.75%) total $161,250, however, there is no guarantee of reimbursement. 

 

The Department’s recommendation is to increase appropriations and estimated revenues of $161,250 in Operations of Emergency Services Budget Unit 001-1050-CAO005-8541 in the FY 2021-22 Adopted Budget.  There is no change to the existing General Fund Contributions in this budget unit. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

These agreements correlate with the Economic Development and Health & Human Services Strategic Initiatives approved by the Board of Supervisors, by supporting local businesses and workers impacted by the Pandemic as well as by providing vital services to vulnerable county residents, allowing them to meet their nutritional needs while sheltering-in-place.
